Section 22 - Materials Testing
About this Position:
The mission of the Materials and Testing Section is to develop, administer, and regulate the Department's Materials Quality
Assurance Program and the geotechnical exploration and testing programs in cooperation with our public and private partners. The Materials Quality Assurance Program includes materials evaluation, materials specification development, and conformance
programs.
In a position of functional supervision, the incumbent will assist the Engineer Supervisor in planning, coordinating, directing and/or participating in the operations of the asphalt, concrete, aggregate products, soils, steel, and chemical laboratories. The position
requires:
•Knowledge of complex engineering principles and practices to be applied to broad areas of assignments and related activities.
•The incumbent to carry out complex or novel assignments requiring the development of new or improved techniques, procedures, materials, testing techniques, technology, or processes.
•The incumbent to present specific areas of knowledge to high-level officials or at conferences, as necessary.
While in official capacity, DOTO employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTO policies, procedures, manuals and directives.
Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience;
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information
The job duties and responsibilities may vary depending on the level at which the incumbent is hired. The job duties and responsibilities listed below are for the Engineer 5 position and represent the duties and responsibilities that the incumbent will be expected to fulfill at the end of the training series.
30% Assists Engineer Supervisors in managing, supervising, budgeting and coordinating the activities of lab personnel and the operation of Section 22's Adhesives, Aggregates, Cement, Chemical, Concrete, Paint, Physical, Quantitative, and Soils testing labs. Applies knowledge of specifications to determine acceptance for intended use of materials and verifies the proper documentation is maintained on samples submitted for testing. Reviews LA DOTO specifications, sampling procedures, testing procedures and national technical procedures such as American Association of State Highway and Transportation Officials (AASHTO) and ASTM International to ensure conformance of the laboratories. Trains lab personnel in the proper use of testing equipment, safety and testing procedures in order to achieve accurate and timely test results to ensure materials used on state and federally-funded projects meet the Department's specifications.
30% Provides input for development, implementation, and maintenance of the qualification procedures utilized to evaluate potential sources and ensure their conformance to the applicable specifications for their intended use. Provides recommendations regarding submittals for the Approved Materials List or Specialty Products Evaluation Program. Provides technical assistance to Districts, Project Engineers, Construction, Design, and outside contractors/consultants with implementation of sampling, testing, and qualification procedures and specifications within the Department's QC/QA programs. Develops and recommends changes to sampling, testing, and qualification procedures and specifications to improve QC/QA programs.
25% Certifies test results for compliance with DOTO specifications. Provides engineering certification for materials test reports. Assist the Engineer Supervisor in maintaining requirements of AASHTO R 18, "Establishing and implementing a quality System for Construction Materials Testing Laboratories" to maintain AASHTO resource and CCRL accreditation. Compiles calibration, equipment and employee competency reports to maintain accreditation with AASHTO resource and CCRL.
10% Coordinates with Engineer Supervisors and District Laboratories to ensure the Annual District Laboratory Accreditation Program's inspection and Co-op samples are performed in a timely manner. Participates on technical committees associated with AASHTO and ASTM standards, procedures and programs.
5% May be required to perform other duties as necessary including, but not limited to, emergency/ disaster support activities.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.
Special Entrance Rate (SER)
Engineer Intern 1 - $2,115.20/biweekly
Engineer Intern 2 - $2,263.20/biweekly
Engineer 3 - $2,671.20/biweekly
Engineer 4 - $2,952.00/biweekly
Engineer 5 - $3,158.40/biweekly
This position is in a Career Progression Group (CPG) and is being posted at the following levels: Engineer Intern 1, Engineer Intern 2, Engineer 3, Engineer 4, and Engineer 5. The maximum annual salary for the Engineer 5 is $126,256.00.
