Summary The Director of the Strategic Management Division is responsible for leading the District of Columbia Courts' enterprise strategic planning and performance management functions, which ensure that all court divisions and units are implementing objectives and performance measurement processes to achieve organizational goals and priorities set by the Courts' policy-making body, the Joint Committee on Judicial Administration. Responsibilities BRIEF DESCRIPTION OF DUTIES: Leads court-wide strategic planning and performance management initiatives. Directs research and evaluation programs aligned with the Courts’ strategic priorities. Oversees the design and implementation of organizational performance measurement systems. Develops the Courts' long-range strategic plan in collaboration with the Strategic Planning Leadership Council. Produces enterprise performance reports, including the D.C. Courts Performance Reports and Annual Statistical Report. Provides expert guidance and analysis to support court policy, decision-making, and administrative directives. Co-directs the business intelligence program with the Chief Information Officer to deliver advanced analytics services. Designs systems for integrating strategic planning, employee performance, budgeting, and reporting. Promotes organizational change initiatives and embeds a culture of accountability and performance. Manages the Division’s budget and supervises a multidisciplinary team. Fosters collaborative relationships with court leaders, judges, and external stakeholders. Qualifications Minimum Qualifications A bachelor's degree from an accredited university or college in Public Administration, Public Policy, Business Administration, Court Administration, Organizational Development, Social Science Research, or a closely related field is required; ten (10) years of progressive experience in strategic planning, organizational performance management, public sector management, policy analysis, or court administration, with at least three (3) years of senior-level management or leadership experience supervising professional staff. An advanced degree in a relevant discipline is preferred and may substitute for additional experience. To qualify you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level leadership and management capability and directly related to the skills and abilities outlined under Court Executive Service Core Qualifications (CESCQ) listed below and the duties associated with this position. Typically, experience of this nature will have been gained at or above the GS/JS-15 grade level in the federal/DC Court service or its equivalent in the public/private sector. Candidates experience must have been at a high level of difficulty to show clearly that the candidate possesses the professional and executive, as well as program knowledge, skills, and abilities outlined under the five CESCQ. Failure to meet the basic qualifications and address the CESCQ factors automatically disqualifies an applicant. The incumbent should be an enthusiastic and engaged professional who enjoys working with a diverse group of Court personnel and customers and lives the DC Courts’ values of Accountability, Excellence, Fairness, Integrity, Respect, and Transparency.
