    Job Description

    Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).     Responsiblities

     

    MSTS is seeking a Principal Nuclear Facility Operations Specialist who will support operations at the NNSS Device Assembly Facility (DAF).

    Key Responsibilities

    + Perform duties of a DAF Operations Supervisor as needed.

    + Serve as the primary DAF point-of-contact (POC) for nuclear project operations introduced into the DAF by User organizations.

    + Serve as the interface between the User project team and DAF support activities, and is responsible for ensuring safe operations at the DAF.

    + Ensure the facility is prepared to support User project work on a daily basis.

    + Ensure User project operations comply with relevant DAF policies, programs, and procedures.

    + Monitor credited safety system surveillances and in-service inspections, and supports system preventive maintenance and corrective maintenance.

    + Perform related work as assigned by the DAF Nuclear Operations Manager.

    + Participate as a Abnormal Event Drill Coordinator to ensure operational drills are conducted safely and followed to approved procedures.

    + Supports the DAF documentation review as a Derivative Classifier/Reviewing Official (DC/RO).

    + Perform local emergency director (LED) function and may act on behalf of the Nuclear Operations Manager in the DAF.

    Qualifications

    + Bachelor’s degree in field related to the position or equivalent training and experience, plus at least 9 years of related experience, which included 3 years’ experience in:

    + Nuclear operations or nuclear maintenance such as those found at a DOE nuclear facility, commercial power plant, or US Navy Nuclear Propulsion Program. Conduct of Operations (DOE O 422.1), Nuclear Maintenance (DOE O 433.1B), Transportation & Packaging (DOE O 460.1C and 461.1B), and Quality Assurance requirements (DOE O 414.1D); or

    + High explosives handling and operations; or chemical handling, storage, transfer, and controlled release activities. Conduct of Operations (DOE O 422.1), Transportation & Packaging (DOE O 460.1C and 461.1B), and Quality Assurance requirements (DOEO 414.1D).

    + Candidate must have a working knowledge of Nuclear Safety Management (10 CFR 830), Occupational Radiation Protection (10 CFR 835), Price Anderson Amendment Act (PAAA) and Personnel Selection & Training Qualification (DOE O 426.2).

    + Experience working with requirements-based systems for areas such as nuclear material operations, facility operations and maintenance, and radiological activities.

    + Ability to read and follow detailed instructions utilizing MSTS Standard Operating Procedures (SOP's).

    + Experience with planning and scheduling to deconflict workload distribution and execution of the work.

    + Skilled in working and communicating effectively with other User project functional groups such as Engineering, Construction, Project Management, National Weapons Laboratories and other government organizations performing Work For Others programmatic activities.

    + Must possess excellent communication (verbal and written) and interpersonal skills, including the ability to interact with all types of people in a tactful, professional, and effective manner.

    + Computer skills in MS Word, Excel, and MS Outlook are desired.

    + The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). The DAF is located in the forward areas of the NNSS.

    + Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    + Must possess a valid driver’s license.

     

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

     

    **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.     Annual salary range for this position is: **$117,270.40 to $178,838.40.**

     

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
