Job Description
The Department of Buildings (DOB) is searching for a highly skilled and motivated Assistant Agency Chief Contracting Officer (AACCO) to lead its Small Purchasing Procurement team.
As AACCO, you'll play a critical role in overseeing and optimizing the agency's small purchasing operations. We're looking for an exceptional procurement professional with a proven track record of success in a fast-paced environment, specifically within New York City procurements.
The ideal candidate will possess extensive experience in managing the end-to-end small purchase process, including the meticulous review and approval of procurement documents on behalf of the DOB. You'll be a detail-oriented individual with the ability to effectively manage a large, Small Purchase portfolio.
- Coordinating and collaborating with stakeholders in the procurement process
- Manage the development of the vendor lists, quote process (including developing the quote document) for MWBE Non-Competitive Small Purchases (this procurement process aligns with the process of larger contract processes)
- Ensure all relevant rules and laws are followed when processing competitive procurements, including compliance with Local Law 63, Local Law 1, and other rules and laws that impact the procurement process
- Ensure that solicitation documents contain relevant language regarding MWBE participation goals, Project Labor agreements, prevailing wage, HIRE NYC, and other pertinent requirements
- Direct staff, professional and administrative employees responsible for duties related to Non-Competitive Small Purchases and competitive procurements, such as Small Purchases, OGS and GSA solicitations
- Work with Divisions to ensure that solicitations meet the needs of the Agency
- Oversee the administration of the competitive procurement process, including issuance of solicitations, pre-bid meetings, issuance of addenda, receipt of bids, bid opening, determinations of responsiveness, proposal evaluation
- Ensure the timely processing of contract awards, including requesting integrity documents, performing determinations of responsibility, requesting public hearings and public notices, reviewing contract scopes and budgets, preparing Recommendations for
- Award, and assembling contract registration packages
- Provide technical advice and quality assurance to staff to ensure that work is performed correctly. Advise and train agency staff on appropriate procurement methods and the applicability of all relevant rules and laws.
- Represent the ACCO and DACCO at key meetings internally and externally with senior officials.
- Liaise with Mayor's Office of Contracts Services (MOCS), Law Department and Office of Management and Budget (OMB).
CIVIL SERVICE STATUS
Only permanent Administrative Procurement Analysts, applicants who are reachable on the Administrative Procurement Analyst open competitive list, and applicants as indicated below will be considered.
Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.
REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Qualifications
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
