Job Description

Customized Assistance Services (CAS) help Human Resources Administration (HRA) clients with health and/or mental health problems reach their highest attainable level of functioning and self-sufficiency by providing comprehensive, integrated, individualized clinical and support services. CAS works with other components of HRA and with other governmental and non-governmental service providers to create new programs and to integrate and refine existing services so the people it serves can achieve their maximum functional capacity.
Customized Assistance Services (CAS) is requesting to recruit for one (1) Administrative Director of Social Services M3 who will:
Under the administrative direction of the Assistant Deputy Commissioner of the Office of Rehabilitation Services, with wide latitude for independent judgment, initiative, and decision making, the Director of Reasonable Accommodations and Substance Use Policy, Planning, and Monitoring is responsible for the daily operations of these offices.
- Provide administrative and clinical supervision to the Deputy Director of Reasonable Accommodations, and Substance Use Policy, Planning, and Monitoring program staff. Regularly meet with staff to develop goals and objectives; set priorities; perform quality reviews; delegate responsibilities; delineate assignments and tasks; monitor progress; and ensure satisfactory performance of responsibilities and assignments.
- Provide oversight and direction in collaboration with other HRA programs, executive management staff, and contractors on agency policies and procedures, including screening and program guidelines to support clients with functional limitations due to medical and/or mental health conditions, clients with substance use disorders that present barriers to employability and clients receiving CAS case management services.
- Develop, implement, and oversee programs and initiatives to improve services for HRA clients with substance use (SU) disorders and those in need of specialized case management or
support. This includes oversight of HRA's Substance Use Centralized Assessment Program (SUCAP) and other contracted CAS programs.
- Monitor and recommend improvements for substance use treatment services provided to individuals referred or mandated by HRA. Communicate expectations to treatment providers regarding HRA’s treatment standards and reporting requirements.
- Participate in the development of training curricula and coordinate technical assistance efforts for HRA program areas and contractors on legal rights and reasonable accommodations for clients with medical/mental health conditions, substance use assessment, treatment, and related concerns specific to HRA clients and CAS case management services.
- Serve as a key advisor to the Assistant Deputy Commissioner on matters related to reasonable accommodations, substance use policies, and case management. Stay current on emerging laws, trends, evidence-based practices, and clinical protocols.
- Develop quality assurance evaluation tools, conduct reviews, report findings, and track the implementation of corrective action plans to ensure programs fulfill HRA’s contractual and programmatic expectations.
- Analyze and prepare management reports. Based on the findings, propose and implement strategies to improve program performance.
Salary Range: $81,083 - $129,139
Work Location: Various – 4 World Trade Center 30th Floor, New York, NY
Hours/Schedule: 9-5 flex

Qualifications
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
2. Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:
(A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or
(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or
(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
