    Summary This position is located in Social Work & Care Transitions (SW&CTS) Service at the Central Arkansas Veterans Healthcare System (CAVHS). The mission is to provide effective and timely services that are respectful of and responsive to the needs of the Veteran and reflect the mission and values of the medical center. The Service aims to provide high quality care to patients whose psychiatric and medical conditions require outpatient & inpatient management. Responsibilities Total Rewards of a Allied Health Professional The Social Worker (Assistant Chief) is responsible for making decisions regarding work issues/concerns presented by subordinate SW&CT work supervisors and staff. Incumbent collaborates with others in negotiating, deciding upon, and/or coordinating social work-related changes affecting other programs. The Assistant Chief advises Service Chief on issues or concerns involving the relationship of SW&CT activities to the various units and programs. Duties will include but are not limited to: Provides Advanced Directive information and education including, but not limited to the following: Durable Power of Attorney for Health Care, Living Will, Health Care Directive, and/or treatment preferences document to Veteran and families. Also assists the Veteran in preparing such documents, as requested. Assists the interdisciplinary team with identifying appropriate decision makers if Veteran is unable to make own decision (Next of Kin, HCPOA, Legal Guardian). Facilitates advanced care planning group visits with Veterans and support system (as appropriate). In conjunction with the healthcare team, identifies and assesses risk, safety, supports and implements appropriate interventions/treatment for those who are experiencing abuse, neglect, exploitation or are experiencing domestic or intimate partner violence. Adheres to VA and mandated reporter requirements. Advises and collaborates with interdisciplinary teams throughout the medical center on abuse, neglect, exploitation, and intimate partner violence issues. Performs the administrative and personnel management function for assigned supervisees including personnel actions, performance evaluations, clinical supervision, consultation, negotiation with other departments, and quality improvement. Works collaboratively with internal staff, VISN and VACO leadership, and external stakeholders to expedite service delivery. Develops policies and procedures for program operation, and prepares reports and statistics for facility, VISN, and national use. Manages clinical and business operations, accountability for program effectiveness, and modification of service patterns to comply with the delivery of standardized processes for assigned areas. Develops procedures for and ensures the implementation and achievement of the provision of social work services to medical facility patients on inpatient and outpatient programs. Provides, or ensures that professional staff provides advice, assistance, and consultation to community health and welfare agencies and councils and other community groups to enhance the provision of social services to Veteran patients in the community. Oversees development of measurable social work treatment protocols and practice models to facilitate the use of statistical processes and analysis tools. Work Schedule: Monday-Friday 8:00am-4:30pm Recruitment Incentive (Sign-on Bonus): Not authorized, Permanent Change of Station (Relocation Assistance): Not authorized. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to SW Licensure Summary by State. Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Assistant Chief), GS-13 Experience and Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. The assistant service chief must evidence possession of supervisory and management skills, must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of administrative and supervisory duties which includes personnel actions, clinical supervision, consultation, negotiation with other departments, and quality improvement. Knowledge of legal, ethical, and professional standards applicable to social work practice. Ability to develop, maintain, and oversee social work programs in all settings. Knowledge of social work practice, policy, and accreditation standards across the continuum of health care. Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements. Preferred Experience: 5 Years of Medical Social Work Experience. 3 Years of Supervisory Experience. Experience in write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
