OVERVIEW:
Responsible for the successful operation of the Property Management function. This includes strategic leadership, supervising and directing the various functions within property management; including compliance, day-to-day direction of the Conifer properties in New York region and any additional portfolio alignments that may be assigned. Complete oversight of personnel, physical plans and economic performance maximizing Net Operating Income [“NOI”] in accordance with property budgets and business plan, as well as ensuring the minimization of individual property vacancies.
You will report directly to the Executive Vice President, Property Management and will work collaboratively with assigned Assistant Vice Presidents, Regional Managers, Compliance and Administration, Property Management, Asset Management, Residential Accounting, People + Culture as well as external housing authority representatives.
Responsible for the successful operation of the Property Management function. You will report directly to the Executive Vice President, Property Management and will work collaboratively with assigned Assistant Vice Presidents, Regional Managers, Compliance and Administration, Property Management, Asset Management, Residential Accounting, People + Culture as well as external housing authority representatives.
RESPONSIBILITIES:
Support and supervise Property Management team in performing their respective roles. Provide direction as needed, evaluate performance and adjustments as required.
Routinely visit properties. Review occupancy, collections, adherence to budget, physical operation, and regulatory compliance. Identify areas of concern, and work with Property Management leaders to develop a course of action and monitor the implementation.
•Supervise, support, coach, and mentor the AVP’s, Regional Managers.
•Meet with the AVP’s and Regional Managers on a consistent basis.
•Review and manage the financials of the portfolio which includes maximizing NOI in accordance with property budgets, business plans and the minimization of individual property vacancies. In addition, this includes:
•Month end reporting
•Action plans
•Occupancy of portfolio
•Rent collections and rent levels
•Capital projects
•Compliance with agency inspections and ensuring the site is prepared to meet the agency requirements.
•Ensuring that the sites have appropriate staff that is high performing. Coordinating staff between regions as appropriate for business needs.
•Attend Monthly “Priority Properties” meetings and make sure AVP/RM’s are prepared to address areas of concern.
•Establish and maintain relationship with agencies that are involved with the properties in the region. Support the AVP/ RM when necessary to resolve any regulatory concerns that arise that need to be escalated.
•Visit all sites in assigned region at a minimum on a quarterly basis to ensure that all sites are maintained at Conifer standards. Under performing properties may need more frequent visits.
•On a quarterly basis, review staff performance evaluations with the AVP/RM and put in place action plans where necessary.
•Review the drafts of the proposed business plans prior to submission for approval. Attend annual budget meetings, with the AVP/RM.
•Manage the rent increase process with ensuring they are submitted on-time and ensuring the agency responds timely.
•Ensure that changes to management fees are implemented on time and accurately.
•Handle any resident concerns that are not adequately resolved by the AVP/RM.
•Attend any interdepartmental meetings that involve either existing or new properties in the Region.
•Ensure that all property management staff is fully aware of the rent-up schedule, tax credit delivery schedule and break-even plan for any new properties in the Region.
•Inform the EVP, PM of any activity at the sites that are of concern, can negatively affect the operation of the site and in accordance with the Conifer notification protocol.
•In the event of an emergency or disaster at the site; provide the physical corporate presence and support as appropriate.
•Flexibility to travel to regional properties, Corporate, conferences, other meetings as required.
•Other job-related projects, duties and tasks that may arise and are assigned.
•Physical attendance at assigned work locations during scheduled hours is essential.
EDUCATION/TRAINING
•Degree: 4-year College Degree strongly preferred.
•High School Diploma/GED Equivalent required.
Nationally recognized industry designations, preferably in Affordable Housing
EXPERIENCE:
•Minimum 8+ years of successful multi-site management experience required.
•Affordable Housing experience strongly preferred. Compliance experience with LIHTC, HUD-Section 8, RD, Fair Housing required.
•Strong MS Office suite (Word, Excel, PowerPoint, Outlook).
•Knowledge of industry software program(s) a plus; Yardi Voyager preferred.
•Strong financial management experience of site budgeting with roll-up to regional operations budgeting.
•Prior experience with the maximization of properties NOI in accordance with business plan and properties’ budgets needed.
•Prior staffing, training, and performance management experience required.
•Must have reliable transportation/vehicle, appropriate valid vehicle insurance, and a valid drivers’ license to attend regional, site and corporate meetings, in addition to training, conferences, others.

The salary for this position is $160,000.00 - $180,000.00. The actual compensation may vary depending on a wide range of factors, including experience, skills, qualifications, certifications, location, etc. This range does not include additional forms of compensation such as bonuses.
