    InGenesis is currently sourcing for a Health Services Administrator (HSA) to work with our potential client. In this role, you will oversee the day-to-day operations of healthcare services at IHSC facilities. The HSA supervises the Assistant Health Services Administrator (AHSA) and the Facility Health Program Manager (FHPM) and serves as the Government Technical Monitor for all contract personnel. This position is dependent on contract award. Responsibilities: * Healthcare Operations Management: * Serve as the Responsible Health Authority (RHA) ensuring compliance with policies, accreditation standards, laws, and regulations. * Collaborate with the Clinical Director and Nurse Manager to establish processes and procedures for high-quality care. * Approve facility schedules and maintain collaborative relationships with ICE-ERO, Custody, and outside agencies. * Supervisory Duties: * Train and mentor AHSA and FHPM. * Provide administrative supervision to government employees and manage personnel issues. * Plan, direct, organize, coordinate, and control administrative operations through supporting managers. * Collaborate with RHSA and Chief of Health Operations on complex personnel and operational issues. * Contract Management: * Monitor contracted services including staffing, translation, laboratory, waste disposal, air management, equipment inspection, radiology, etc. * Review invoices and vouchers for accuracy and compliance with the Prompt Payment Act. * Ensure compliance with Federal Acquisition Regulations (FAR) for purchasing and procurement. * Policy and Program Administration: * Administer and monitor IHSC policies and procedures including staffing, training, clinical services, nursing, mental health, pharmacy, dental, medical records, and administration. * Develop and implement local policies and procedures supportive of clinical activities. * Monitor compliance with DHS/ICE/IHSC policies, regulations, and accrediting bodies. * Documentation and Reporting: * Monitor and direct required programs, documentation, reports, and mission-related data. * Address incidents, sentinel events, and potential litigation situations with corrective actions. * Ensure compliance with established policies and accreditation standards. * Fiscal Management: * Manage clinic budget and ensure proper accounting of government property and supplies. * Oversee local government purchase program (P-Card) for medical equipment and supplies. * Communicate resource and funding needs to agency authorities with supporting documentation. * Travel: * Travel up to 25% as directed by the Unit Chief of Health Operations. Qualifications: * Education: * Minimum of a master's degree in healthcare administration or related field preferred. * Three years of leadership experience, two years of program management experience, and one year of personnel management experience as a uniformed service officer. * Licensing and Certification: * Maintain clinical license if applicable. * Obtain level II Contracting Officer Representative (COR) Certification within 12 months of hire. * Maintain clinical and administrative professional skills through continuing education. * Experience: * Correctional health experience preferred. * Knowledge of healthcare delivery issues and special population concerns. * Flexibility and adaptability to sudden changes in schedules and requirements. * High degree of independence, initiative, and follow-through on complex issues. * Ability to respond 24/7 to staff for consultation. * Maintain basic readiness status and current CPR/BLS certification. Physical Demands * The work requires some physical exertion, such as long periods of standing, walking, and/or jogging unaided over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy patients or equipment. * The work may require specific, but common, physical characteristics and abilities, such as agility and dexterity, visual, and hearing capabilities. * Must be able to respond to any medical emergency in the facility, via foot, within four minutes and perform CPR/emergency care standing or kneeling. * Must have the ability to assist sick, injured, or aging detainees or staff exiting the building during an emergency.
