The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work in the 305th Aerial Port Squadron, Traffic Management Flight, Cargo Movement Section, Lakehurst Operations. Provides supervision over all cargo processing functions at the Lakehurst Office (shipment planning & etc). Responsibilities Performs work planning responsibilities. Plans use of workers, equipment, facilities, and materials on a daily or by project basis. Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes. Performs administration responsibilities. Participates with employees in the development of performance plans and recommends them to supervisors. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Responsible for organizing and coordinating an effective shipping and receiving operation. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WS-4600 WOODWORK Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to lead and supervise JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and ability to plan, organize and direct the functions and mentor, motivate, and appraise the staff of an organization with working knowledge of safety and security regulations, practices and procedures to include policies related to discrimination, sexual harassment and Equal Employment Opportunity / Equal Employment Treatment in the workplace. 2. Knowledge of accepted warehousing methods, procedures, and material handling techniques; and of warehousing functions such as material receiving, storage, issuing, inventory, packing and preservation; and use of heat sealers, shrink wraps machine, foam-in-place packaging, electro-sensitive discharge materials handling, hazardous material and sensitive/classified material handling. Skill to use and maintain tools and equipment, such as hammers, hand saws, power saws, pneumatic nailers/staplers. 3. Knowledge of commercial transportation and DOD traffic management regulations, policies, procedures and laws. 4. Skill in the use of automated material processing equipment and systems to include use of forklifts up to 15K. 5. Ability to read and follow specifications, instructions, sketches, illustrations, blueprints, and vehicle operating manuals. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
