    The Director, Plant Maintenance and Securityis responsible for the overall administration, management, and operations of the wastewater treatment plant maintenance/reliability programs, security and warehouse functions. This position develops the overall business unit strategy, goals and efficiency targets, directs the functional areas of accountability, monitors performance and provides technical guidance.

     

    The functional areas include fleet vehicle management and maintenance; mechanical and electrical equipment maintenance; facilities maintenance (structures and grounds); warehouse; and asset reliability. Manages the security functions for Environmental Services and Regional Administration divisions.

     

    What you would do in this job

     

    + Provides overall leadership to the Environmental Services maintenance business unit by developing goals and efficiency targets, evaluating performance, establishing priorities and assigning resources in accordance with overall goals.

    + Contribute as a member of the Executive Team providing expertise in areas of strategic planning, policy development, and coordinated and consistent operation of the Environmental Services Division.

    + Oversee assigned department and programs, ensuring strategic plan is implemented at the department level, maintaining operating effectiveness while driving needed change.

    + Develop and collaborate relationships with other divisions within the agency and external groups to build collaboration, promote teamwork and represent Environmental Services to community groups, state and local governments, etc.

    + Establish and implement departmental budget understanding key financial economic levers and drawing relevant conclusions from financial reports and analysis to support Council short and long range plans.

    + Ensure compliance with applicable policies, rules, regulations and laws. Coordinate operations and requirements with regulatory agencies, staying abreast of legal, regulatory and policy developments affecting wastewater treatment plant operations.

    + Supports equal employment opportunity principles, interviews and makes hiring selections, evaluates employee performance, recommends training and career development opportunities, motivates and recognizes employees, takes disciplinary actions, and hears and resolves grievances.

    + Responsible for approximately 120 employees and manages the day-to-day and strategic maintenance strategies to achieve key business results.

    + Participates in the development of contract strategy, negotiation, arbitration and Veteran's Preference hearings.

     

    What education and experience are required for this job (minimum qualifications)

    Any of the following combinations of completed education (in engineering, business, science or related field) and progressively responsible experience in maintenance management including planning, finance, budgeting and operations:

    + Master's degree with seven years of experience, including five years of experience in a management or supervisory role.

    + Bachelor's degree with nine years of experience, including five years of experience in a management or supervisory role.

    + Associate degree with eleven years of experience, including five years of experience in a management or supervisory role.

    + High school diploma/GED with thirteen years of experience, including five years of experience in a management or supervisory role.

    What additional skills and experience would be helpful in this job (desired qualifications):

    + Experience working in a water/wastewater setting.

    + Experience working with diverse populations promoting an equitable, positive, and respectful work environment that values culture and diversity among all employees.

    + Certification in Maintenance/Asset Management/Reliability best practices (i.e. Certified Reliability Leader, Certified Maintenance Manager, Certified Maintenance and Reliability Professional).

    What knowledge, skills and abilities you should have within the first six months on the job:

    + Knowledge of mechanical, HVAC, steam and related systems.

    + Knowledge of reliability centered maintenance.
