    Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY DISTRIBUTION FACILITIES SPECIALIST, Position Description Number D2652000 and is part of the PA Training Center, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a SUPERVISORY DISTRIBUTION FACILITIES SPECIALIST, GS-2030-10, you will assist in the development of plans and direct work within the DOL to include such functions as inventory and storage management, quality assurance, maintenance, procurement and property utilization and disposal. Perform a number of supervisory personnel functions. Render technical assistance and guidance to the DOL, Base Operations Manager, and higher levels of outside command for logistical services, and assists all other directorates with requisitioning supplies and equipment. Review, propose, direct the development of and/or develop local supply management directives including those pertaining to warehousing and stock control. Meet with National Guard Bureau personnel, other governmental agencies, state National Guard Commands and activities on logistical warehousing and storage matters, plans, policies and directives. Assist in the development of plans to support organizations utilizing the GTC. Work under the general supervision of the DOL. The incumbent is responsible for directing and managing the Warehouse and Storage for the Directorate of Logistics. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at the Training Center AOC 2: NG employees in the Training Center AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) AOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANG AOC 6: Individuals with Prior Service or No Prior Service, who are not currently in any branch of service AND are willing to become members of the PANG Military Grades: OFFICER O1-O2 WARRANT OFFICER WO1-CW5 ENLISTED E7-E9 Supervisor for this position is Mr. John Mance *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate 30 months of experience, education, or training planning layouts of storage. Experience compiling, analyzing and using data concerning storage space allocation, equipment uses, maintenance and personnel use. Experience conducting and completing projects and studies related to distribution and storage operations. Experience conducting surveys and providing technical assistance in determining the use of storage areas and the allocation of storage space. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP. Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians who believe they are entitled to such consideration should forward a description of the circumstances with their application. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
