Summary This National Guard position is for a SUPERVISORY CONTRACT SPECIALIST, Position Description Number D2621000 and is part of the SC USPFO, South Carolina Army National Guard. Responsibilities This occupational series includes positions that require incumbents to manage, supervise, perform, and develop policies and procedures for professional work involving operational contracting requirements in the procurement of supplies, services, construction, or Architect-Engineer (A-E) requirements using formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close-out of contracts. The work requires knowledge of the legislation, regulations, and methods used in contracting; and, knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics. This position is located at Joint Force Headquarters - United States Property and Fiscal Office (USPFO) Purchasing and Contracting Office only. This position performs first level supervisory duties over GS-12 Contract Specialists. Under the supervision of the Chief of Contracting, performs contracting functions and is responsible for oversight of multiple or unique missions. The purpose is to serve as a Warranted Contracting Officer and to supervise personnel engaged in procuring various supplies, services, information technology, Architect-Engineering Services, and construction. Requirements Conditions of Employment Qualifications THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Area 1 Only. First Area: Current permanent employees of the South Carolina Army National Guard. Second Area: Current members of the South Carolina Army National Guard. Third Area: Any individual eligible for membership in the South Carolina Army National Guard. *Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. General Experience -Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. Specialized Experience -Must have specific experiences, training, and competencies (Skills, Knowledge, and Abilities) that prepared the applicant to successfully perform the duties and responsibilities required by each grade. ALL SERIES GS-1102 NG EXCEPTED SERVICE CANDIDATES' PACKAGES ARE PROCESSED/COORDINATED DIRECTLY TO NG-J1-TN THROUGH NGB OPARC FOR FINAL CONCURRENCE PRIOR TO FINAL APPOINTMENT. As a condition of employment, if the contract specialist is directed by his or her respective Contract Supervisor to hold a Warrant, he or she must pass the CORB PRIOR to appointment to the position. The applicant must possess or obtain a valid security clearance (Secret or Top Secret) within three months of appointment according to Army or Air Force Personnel Security Program Management Directives. To maintain the position - The incumbent must have a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals ** Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006. *** This is an Army Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements applicable to the duties of the position. Education Mandatory Positive Education - Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. Note: The minimum education requirements listed above applies to individuals who initially accessed, promoted, reassigned, changed-to-lower grade or detailed in the NG Title 5 Excepted or Title 32 Dual Status Contracting Program, Occupational series GS-1102, as of the effective date of this qualification standard. NG Title 5 Excepted and T32 Dual Status GS-1102-13 and GS-1102-14 employees must maintain a contracting warrant.
