Job Description
The Iowa Department of Health and Human Services (HHS), Division of State-Operated Specialty Care, Bureau of Woodward Resource Center (WRC) is seeking a passionate and dedicated Treatment Program Administrator to join our team. This is a full-time position with a non-fixed, variable schedule. Are you driven by a desire to make a positive impact in your community? What You'll Do
As a Treatment Program Administrator, you'll play a vital role in helping to equip our team with the knowledge and skills to deliver exceptional care and support. Your responsibilities will include:
+ Supervision: Directly and indirectly supervise employees ensuring that all probationary and yearly evaluations of job performance are completed within deadlines, work duties and training are assigned as needed, attendance is tracked, and collective bargaining agreements are followed. Recommend or initiate personnel actions related to performance, absences, grievances, and disciplinary procedures through the WRC Human Resources Department.
+ Performance Coaching and Team Collaboration: Ensure staff receive competency-based training on member Comprehensive Plans, programs, support, medications, treatments, and general job expectations. Maintain close contact with supervisees to measure and improve quality of services, implement quality initiatives in their respective areas, and assess outcomes and the efficacy of quality efforts.
+ Ethical Conduct:Uphold the highest standards of ethical conduct and integrity in all aspects of your work, serving as a role model for our team members.
+ Initiative and Commitment: Organize and direct daily business so that services operate in the most effective and efficient manner.
+ Collaboration: Troubleshoot with members' parents/guardians, community social workers, case managers, and other community personnel as needed to assure continuity of the program.
Key Competencies
Successful candidates for this position will demonstrate the following competencies:
+ Knowledge: Understand community service organizations and how their resources may be coordinated with the needs of the institution. Adhere to all Federal, State, Department of Health and Human Services, and WRC regulations, policies, and procedures covering HCBS Waiver
+ Assessment and Implementation: Read, understand, and implement detailed written and/or oral instructions, policies, methods, and procedures.
+ Relationship Building: Work as liaison between parents, guardians, families, Case Mangers, and the IDT. Build, foster, and maintain partnerships at a variety of levels.
+ Instructional Design: Teach, instruct, and lead in the implementation of various therapeutic procedures and practices.

Minimum Qualification Requirements
Graduation from an accredited college or university and experience equal to four years of full-time professional-level work in a treatment or habilitation program for correctional inmates, delinquent, disadvantaged, mentally or emotionally ill, or intellectually disabled, two years of which were at the administrative, consultive, advanced professional, or supervisory level;
OR
an equivalent combination of education and experience substituting thirty semester hours of graduate level course work in the administrative sciences (e.g., business administration), social/behavioral sciences, or health sciences for each year of the required experience up to a maximum substitution of two years of the general experience requirement (no substitution for the consultive, advanced professional, administrative, or supervisory experience) shall be considered as qualifying.

Additional Qualification Requirements
For purposes of qualifying, "professional-level experience" shall be exemplified by responsibility for assessment and diagnosis of client problems and needs, developing a plan of treatment, evaluating client progress toward meeting treatment goals, modifying treatment objectives. Work at this level generally requires a prerequisite of four or more years of post high school educational training in one of the behavioral, social, or health sciences.
At the time of interview, applicants referred to Glenwood and Woodward State Hospital-Schools will be assessed to determine if they meet federal employment requirements as published in the Federal Register, Section 20 CFR 405.1101.
