Summary You will serve as a SUPERVISORY UTILITIES SPECIALIST in the Utilities & Energy Management Branch of NAVAL FACILITIES ENG COMMAND MARIANAS. Responsibilities You will plan the work to be accomplished by subordinates, set and adjust short and long-term priorities and assign work based on priorities. You will prepare and monitor schedules for work completion, find and implement ways to reduce barriers to production and improve business practices, to increase the quality of the work directed. You will provide program and technical policy for professionals working on utilities and energy programs at assigned installation(s). You will independently interpret laws, regulations and policies in order to provide necessary program oversight. You will establish goals and objectives and ensure that performance metrics are collected and reported. You will provide detailed evaluations and analysis, based on monitoring incentive provisions within the contract guidelines. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Engineering experience in supervising the planning, executing, developing and designing of utility systems incorporating regulations, policies, procedures and standards. Experience in repair and maintenance of sophisticated systems, utility plants and/or substations that deliver electrical, water, sewer, etc. Practical application of computer-based programs documenting a wide range of complex utility systems/programs/projects. Education Additional Information This position is also subject to a Cost of Living Allowance (COLA) currently set at 11.88%. COLA is subject to change without notice. Relocation expenses (i.e. PCS) or relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable travel regulations. This position is eligible for ad-hoc/situational telework at the discretion of management. This position is covered by the Department of Defense Priority Placement and Alternate Placement Programs.
