TERM-LIMITED POSITION: This position is term-limited with an anticipated end date of three years from the time of hire with some opportunity for a one-year extension . The Manager of Digital Services serves as product manager for Colorado's Enterprise Customer Experience Measurement initiative, a critical product to transform how the state measures, analyzes, and improves service delivery across all channels. This position will lead the strategic implementation of customer experience analytics platforms, vendor evaluations, and the development of Colorado's first comprehensive government performance dashboard.
As a senior product manager and customer experience strategist, you will drive the end-to-end delivery of enterprise-scale CX measurement tools, including customer satisfaction surveys, contact center analytics, digital experience tracking, and public performance reporting platforms.
This role requires someone who combines deep product management expertise with government service delivery experience and strong stakeholder management skills. You'll partner with the larger CDS team, state agencies, technology vendors, executive leadership, and external implementation partners to ensure successful deployment of measurement tools that drive meaningful service improvements for Colorado residents.
The successful candidate will have proven experience managing complex technology implementations in government environments, with specific expertise in customer experience platforms, analytics tools, and performance measurement systems. You'll be responsible for product strategy, vendor selection and management, stakeholder alignment, and ensuring the program delivers measurable improvements in resident satisfaction and service efficiency across multiple state agencies.
The Digital Service Expert:
Is a technical leader with a proven track record in their skill-set of delivering IT products and services. While all positions will contribute to the entire mission of OIT and CDS, some positions will focus on specific aspects of the mission such as software engineering, product management, etc.
+ Uses expertise in their skill set to champion the use of modern technology development and management approaches, drawing heavily upon best practices from the consumer internet industry.
+ Uses their deep understanding of the characteristics of successful digital services and how they are built both inside and outside government, including user-centered design and development practices and modern consumer Internet technologies, to communicate major initiatives to the public, and support the recruitment of top technical talent into the State government.
+ Uses demonstrated experience in their skill set to consult with OIT and agency customers in best practices for launching products from a technology, policy, and procurement perspective.
+ Serves as a respected authority on a diverse range of issues related to technology, government procurement, digital service delivery, and/or technology policy, as well as the State of Colorado's mission, values, and projects.
+ Articulates the "for you, with you, by you" strategy of working with agencies, learning what works, and adjusting the strategy as necessary.
+ Manages complex internal stakeholder environments to build support and consensus for forming and communicating strategy and goals. Provides trusted, expert guidance on the launch of technology products.
Required tasks to fulfill primary responsibility:
+ Partner with the larger CDS leadership team to drive digital transformation across State of Colorado services through strategic CX and product management leadership, including practice development, platform evaluation, vendor selection, and enterprise deployment planning across multiple state agencies.
+ Manage a cross-functional team including full-time CDS digital service experts, short-term contractors, and vendor partners.
+ In partnership with the team, build a sustainable CX practice within CDS and the larger State of Colorado, including CX principles and processes, establishing standards, templates, and best practices.
+ Conduct managerial activities such as budget tracking, hiring, performance management, team capacity management, and culture building.
+ Manage comprehensive vendor pilot programs, including requirements definition, performance evaluation, and recommendation development.
+ Drive stakeholder alignment and requirements gathering across pilot agencies, translating diverse needs into unified product specifications and implementation strategies.
+ Oversee the development and deployment of contact center analytics, customer satisfaction measurement tools, and digital experience tracking systems.
+ Partner with professional services vendors to ensure successful platform implementation, integration planning, and operational transition.
+ Lead development of Colorado's public performance dashboard, modeled after performance.gov, providing transparent service delivery metrics and improvement tracking.
+ Establish measurement frameworks and success metrics, including CSAT improvement targets, digital completion rate improvements, and contact center wait time reductions.
+ Coordinate cross-agency implementation strategy, training program development, and continuous improvement processes to ensure sustainable long-term operations.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.
This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:
Minimum Qualifications:
+ At least 5 years of experience as a technical lead, senior software engineer, or technology solution consultant; extensive experience with software service design and delivery; relevant experience in an IT applications/solutions delivery role.
+ Experience with modern software development practices such as Agile, Human Centered Design, or Product Management.
Substitutions:
+ Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
+ Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
+ If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications:
+ Experience with team management, budget oversight, and CX practice development.
+ Experience with customer experience management platforms (Qualtrics, Medallia, Amplitude, Mixpanel, or similar enterprise CX tools).
+ Background in government performance measurement, analytics, or digital transformation initiatives.
+ Proven track record managing multi-vendor technology evaluations and enterprise software implementations.
+ Knowledge of data visualization and dashboard development (Tableau, Power BI, or similar platforms).
+ Familiarity with cloud infrastructure management (AWS, GCP) and data integration architectures.
+ Experience with agile product management methodologies and cross-functional team leadership.
+ Understanding of government procurement processes and vendor management in public sector environments.
+ Background in service design, customer journey mapping, or user experience research.
+ Experience with public transparency initiatives, open data, or government accountability reporting.
Conditions of Employment:
OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
