    The Procurement Unit serves a combination of the contracting and purchasing functions needed by Colorado Parks and Wildlife (CPW) employees to accomplish their own job duties. The Procurement Unit provides statewide administration of CPW’s procurement functions by assisting CPW staff members in obtaining the commodity and/or service needed for the agency to meet specific goals. Functions of the Procurement Unit include posting commodities on the State’s VSS system for fair and competitive selection and then awarding the winning bid; issuing purchase orders; reviewing requests for services and helping staff obtain the proper pre-approvals (Personal Service Certification, OIT approval, or waivers necessary from the State Controller’s Office); drafting and reviewing various contract types (Interagency, Intergovernmental, Personal Service, Lease, Grant and Subgrant Agreements, vendor agreements, Construction, etc.) and routing of these contracts for approval by the State Controller (or his delegate). Members of the Procurement Unit work with CPW’s project managers and budget liaisons to correctly code all purchases and contracts with the correct coding strings and also act as the coordinator between the State Controller’s Office (or his delegate) and CPW staff on contract questions.

    Description of Job

    This position functions at a professional level and requires the knowledge, experience and application of concepts and principles of contract administration and state purchasing rules. Position engages in developing, drafting, and administration of a variety of contract types. Cross training will occur with the other contract administrators and purchasing agents to remain familiar with the processing of all types of contracts and purchase orders, even areas in which other positions are currently the lead. Emphasis is on unique and complex contracts for which standard formats and provisions do not suffice, waivers for unusual requirements are needed, and/or for which significant original drafting will be required. Serves as a CPW resource providing consistency and management of contracting processes. Specific duties include, but are not limited to:

    Contract Administration

    Functions at a professional level and requires the knowledge, experience and application of concepts and principles of contract administration. Engaged in developing, drafting, and administration of various types of contracts. Emphasis is on unique and complex contracts for which standard formats and provisions do not suffice, waivers for unusual requirements are needed, and/or for which significant original drafting will be required. Serves as a CPW resource providing consistency and management of contracting processes. Ensures that contracts meet legal and procedural requirements and are processed on a timely basis. Upon execution of the contract by the State Controller, the position notifies the contractor when work may begin.

     

    Compliance and Quality Control

     

    Tasked with ensuring that all required approvals have been obtained and rules complied with, which includes coordinating with the DNR’s Executive Directors Office (EDO), HR, and EDO Purchasing Office, as well as providing the rationale as to what waivers are needed from the State Controller’s Office, State Purchasing Director’s office and/or the Attorney General’s office.

    Data Management and Task Deadline Tracking

    Every contract entered into by CPW is required by the EDO Purchasing office to be entered into CMS, CORE, DocuSign and additional tracking systems as needed. Enters the information into such systems according to precise requirements.

    Customization and Special Circumstance Agreements

    Contracting needs will vary throughout time within CPW and may adjust as new programs are created that may require a new contract template or routing pathway. Responsible for working with the project managers to understand the funding source and any requirements it may have associated with it as well as the procurement method used to award the contract. Will work with the project managers to facilitate their development of a scope of work for the new service and then work with the DNR and State Controller’s office to make sure that the new approach is acceptable to the State Controller’s office. As changes occur at the State Controller’s office that lead to changes in the accepted State Controller template contracts, this position works to maintain updated information both internally as well as communicating via email and direct conversations with project managers to communicate what the changes are and notify CPW of updated contract templates and requirements in a timely manner.

    Minimum Qualifications

    Six (6) years of relevant experience in contracts/purchasing/procurement an occupation related to the work assigned to this position

    OR

    A combination of related education in Public Administration, Law, Business, Program Management/Project Management, Accounting, Finance and/or relevant experience in an occupation related to the work assigned equal to six (6) years.

    Preferred Qualifications

    + Current or former State experience relevant to this position

    + Current or former Colorado Parks & Wildlife work or volunteer experience

    + Experience in Colorado government procurement, CORE, CMS and VSS system.

    + Law degree

    Required Competencies

    + Must have outstanding customer service skills which includes timely responses to all customers and have excellent interpersonal skills including the ability to communicate through all avenues of communication (e.g., email, phone, website, in person etc).

    + Must be able to deliver training to staff and write and/or edit scopes of work as needed for new processes; revise existing processes and communicate changes to all customers and staff.

    + Must be process-oriented to manage multi-step processes for multiple agreements at the same time.

    + Must have high attention to detail and the ability to remain organized, focused, engaged and productive when confronted with high-volume workloads.

    + Must be able to negotiate contracts to organize and maintain multiple purchase/contract requests of varying timelines.

    + Must be able to adapt to change and complete work amid competing demands on time (walk-in traffic, phone calls and emails) in a high pressure, fast paced environment with short deadlines.

    + Ability to work with minimal supervision and, at times, coworker interaction within a team environment and problem solve independently and as a team member.

    + Ability to analyze and understand budgets.

    Conditions of Employment

    + State of Colorado residency is required at the time of application.

    + Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.

    + This position is entirely remote. Occasional in-person attendance is necessary (staff meetings, conferences, agency events, etc.)

    + Some travel may be required across the state to help present procurement training to CPW staff.
