    Position Summary

    Responsible for the direction and management of the ‘Fleet Maintenance Department’ and overall fleet operations to support the Utility, internal customers, and business units. The Manager will promote and oversee a proactive, efficient, and service-oriented program for the acquisition, replacement schedules, maintenance, and repair of Utilities’ vehicles. The Fleet Maintenance Manager will be accountable to minimize the life cycle costs, optimize equipment utilization, and maintain consistent reliability of fleet assets. This position requires a thorough understanding of Utilities’ operations, fleet operation and maintenance programs, data management and financial analysis, and strong relationship management with exceptional communication skills.

Essential duties and responsibilities may include, but are not limited to, the following:_

     

    + Manage Utility’s Fleet Maintenance Department activities to ensure safe, reliable, and cost-effective operations of Utility vehicles, and a high level of customer service.

    + Supervise the Utility’s Fleet Maintenance Department staff, including performance management, employee development, hiring, and corrective action/discipline. Develop and implement work management processes and key performance indicators (KPIs) which align with staff efforts and the Utility’s Strategic Plan and measure overall department and fleet performance. Manage fleet operations and maintenance scheduling to minimize equipment downtime while maximizing equipment utilization through timely, efficient, and cost-effective maintenance.

    + Responsible for the data integrity in the asset/maintenance management and accounting systems used for tracking equipment, parts, utilization, maintenance, and costs. Utilize reports for analysis and recommendations to internal customers and senior management as well as potential improvement to fleet operations.

    + Plan and direct the vehicle acquisition process; facilitate the identification of department equipment requirements; and determine priorities for vehicle and equipment purchases. Oversee the selection, procurement, installation, testing, and acceptance of vehicles, equipment, and components including temporary rental requirements. Meet regularly with internal fleet customers and make site/field visits to maintain current knowledge of field operations as they relate to vehicle and equipment needs. Provide final approval of bid specifications for purchase of fleet that meets the needs of fleet customers; review and approve invoices and purchase orders for purchase of vehicles, equipment, materials, supplies, fuel, and parts. Ensure disposal of surplus equipment or materials in accordance with the Utilities’ policies and procedures.

    + Accountable for the Capital, O&M, and fuel budgeting process, and expenditure tracking for the Transportation Department.

    + Manage the Utilities’ fuel availability at all locations; ensuring proper controls, prudent and cost-effective timing of deliveries, and fuel additives are added as required.

    + Participate in benchmarking fleet asset utilization and costs. Confer with end users to maximize equipment utilization and cost-effectiveness.

    + Internally communicate at all levels of the organization including but not limited to Sr. Manager(s), Executive Leadership, Commission, and staff. External services and contacts may include representing Utility in meetings/forums and general interaction with vendors and the public.

    + Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures. And more specifically, assure compliance with all applicable laws and regulations covering vehicle and equipment maintenance and inspection, including ANSI requirements for aerial equipment, Motor Carrier Safety Regulations, and fuel requirements as well as Washington State RCW’s and WAC’s

    + Actively participate in all aspects of our safety program, including but not limited to:

    + Following all safety policies and procedures.

    + Alerting supervisors and coworkers to unsafe or hazardous working conditions.

    + Reporting any safety incidents or close calls within 24 hours to your supervisor.

    + Accepting feedback from supervisors and coworkers regarding your own safety performance.

    + Actively support programs and actions that improve our Safety Culture by:

    + Supporting the presence of safety in your department (e.g. include safety messages in business conversations; begin meetings as appropriate with a safety minute).

    + Ensuring supervisors are monitoring the safety actions of their teams (such as completing safety training, reporting incidents timely, etc.).

    + Being viewed as a safety champion by stopping work if necessary, promoting safety activities (Continuous improvement team processes, Safety & Health Improvement Plan (SHIP) activities, etc.).

    + Acknowledging compliant safety behaviors and good safety performance from members of your team(s).

    + Establish and maintain a working environment conducive to positive morale, open communication, trust, respect, support, creativity, and teamwork in support of the Grant PUD values and Strategic Plan. Provideroles, responsibilities, expectations, and accountability requirements to all staff. Provide regular coaching and feedback to ensure a high quality of customer service, enhance employee motivation, and job satisfaction

    **Required Qualifications** (Education, Experience, Licenses & Certifications):

    + Associate’s Degree (AA) in Engineering or Automotive & Heavy-Duty Equipment Mechanics, or relevant field of study, or 1 additional year of relevant experience in lieu of degree.

    + Seven (7) years of experience in fleet industry operations management, and vehicle and equipment maintenance practices, which includes 1 year of supervisory or people leading experience.

    + Experience in a wide variety of equipment and vehicle purchasing, renting and leasing including budget preparation and control, fleet analytics, principles, and practices or purchasing and inventory control.

    + Experience with aerial equipment and cranes.

    + A valid driver's license with no driving restrictions.

    **Preferred Qualifications** (Education, Experience, Licenses & Certifications):

    + NAFA-Certified Automotive Fleet Manager (CAFM, CAFS) and/or APWA-Certified Fleet Professional (CPFP) or obtain within 12 months from date of hire.

    + Class A CDL

    Other Knowledge, Skills, and Abilities

    + Knowledge of operations and maintenance management principles, practices, and techniques of fleet servicing and support; financial and accounting principles, budget preparation and control; modern office equipment, software, and fleet management systems i.e. Fleet Focus; Collective Bargaining Agreement (CBA) practices and steps in managing day-to-day operations.

    + Skills in talking through shop floor technology and understanding what it means from a mechanic’s perspective; establishing and maintaining effective working relationships in the department and throughout the Utility; tracking data, analyzing, and interpreting results for decision making to drive department performance toward the Utilities’ Strategic Plan; managing and supervising: training, supervising, developing, and evaluating personnel; conflict resolution; working independently on complex tasks requiring a high degree of concentration, ingenuity and planning; working under pressure and multitasking multiple high priority projects; negotiating.
