BACKGROUND
Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. In Indonesia, Plan International has operated since 1969, and in 2017 Yayasan Plan International Indonesia (Plan Indonesia) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the Fiscal Year (FY) 2023 to 20 2 7 , where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 3 million girls and young women to Learn (gain skills for work), Lead (empower to take action on issues that matter to them), Decide (have control over their own lives and bodies), and Thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes.
[Climate change is one of the priority programs within CS 5, where youth play an important part in acting and leading. Supported by the IKI Small Grants - GIZ, Plan Indonesia will deliver a youth and climate action project from July 2025 – June 2028. The project aims to strengthen the capacity of young people and their groups to develop and lead climate actions by having strong knowledge and skill in leadership, communication, problem identification and solving, as well as campaign on climate change.]
ROLE PURPOSE
Meaningful child and youth participation is an important aspect of Plan Indonesia's work, given Plan Indonesia's work mandate as a leading organization in the fulfillment of girls' rights and equality. Youth and Plan staff have faced various challenges in implementing meaningful participation, such as understanding the forms of participation, internal policies, and funding and strengthening networking and collaboration with youth organizations or communities.
In response to this need, through support from the IKI Foundation, Plan Indonesia will recruit two project officers who will support the project manager in the implementation of the project and youth engagement activities and liaise with child and youth partners. The Project Officers will support the project manager in recruiting, engaging, maintaining, and facilitating youths to be actively involved in the project. Youth will be the main target and the driver of the success of the project in 4 districts. S/he will be supporting the core objectives related to climate change, environment, and youth agency. It consists of promoting youth leadership and action on climate change.
DIMENSIONS OF THE ROLE
+ This position reports to the project manager and coordinates closely with the MER Officer and PSU team.
+ Plan and lead the implementation of project activities and youth-focused collective actions on climate change
+ Support youth-led climate initiatives in village development plans
+ Connecting youth champions and organizations with policymakers for child and youth rights as well as gender equality at the local and national levels
+ Expand the YPII network among champions of youth coalitions, youth groups, and organizations to spread the key campaign messages and create a stronger influence on targeted policymakers, and audiences at the district and national levels.
+ Manages the project’s youth engagement network and consultants when relevant.
+ Support the development of a quarterly report on the milestones and outcomes of youth-led movement and advocacy works, including communication and knowledge products
+ Lead the project administrative work based on internal compliance, system, and procedures
ACCOUNTABILITIES
1. Responsible Project Management
+ Support project design stage, including ideation with partners, youth group, and community, which is in line with CS5 core objectives through learning documents and progress achievement tracking
+ Support the delivery of the project planning and implementation stages, including development of all supporting documents, partnership assessments, preparation and updating of the internal system in SAP, PMERL, or any other system applicable in Plan Indonesia. Ensure the implementation runs smoothly based on project compliances, audit, and the Operation Manual. Support for developing the exit strategy and sustainability plan from the early stages of the project, and sharing them with external stakeholders
+ Establish strong coordination and communication with internal and external stakeholders, including donors, government (local and national), partner networks, and communities
+ Support the project manager in project monitoring, evaluation, and research, in collaboration with the MER team or other related units, both internally and externally. In charge of the dissemination of research results, together with the communication team or the external relations team
+ Support the project manager to lead in the project closing stage, in collaboration with the grant management team or other related units, to ensure the sustainability plan and scale-up strategies are well implemented, hand over assets, close internal systems, and submission of high-quality reports
+ Ensure GEDSI and safeguarding approaches are well mainstreamed and implemented throughout the project management stages.
2. Communication and Reporting
+ Conduct monitoring to target project location and support the facilitation of discussion and coordination between donors, stakeholders, program participants, and partners (youth networks).
+ Maintain communication with the Area Program Manager, Humanitarian Manager, and team on project planning and implementation.
+ Monitor project progress (outcomes and results) using a monitoring dashboard and expenditure regularly (monthly, quarterly, annual, or as needed)
+ Support the project manager to prepare progress reports for the internal Plan every quarter and on other bases if needed
+ Support the project manager to prepare informative and high-quality reports and any other required information for NO, donors, or external stakeholders, including for publication in Plan Indonesia’s platforms
+ Collaborate with the communications team to develop and disseminate the project's related communications products, both internally and externally stakeholders, including support for producing the learning documentation, best practices, case studies, Op-Ed, and other product knowledge
+ Support the project manager to lead the development of project learnings, in collaboration with MER and other relevant teams, including involving government, partners, youth networks, and other program participants. Seek innovation and put in place improved learning practices within and outside the program
3. Networks and Partnership
+ Establish external networks in including youth networks or alliances, to strengthen the project implementation, exchange experiences, and scale up program implementation
+ Together with the project manager, maintain and expand high-quality and strategic relationships with project stakeholders, as well as reviewing reports and indicators, including promoting Plan Indonesia’s work as youth youth-focused organization and NGO of choice on girls' rights in development and humanitarian. Link program participants to local resources, networks, or funding to continue or scale up their initiatives, in collaboration with the Resource Mobilization and Program Development team
+ Support the project manager to implement the advocacy agenda and campaign, in collaboration with partners and youth networks, to promote success stories and best practices of the project, including contributing to the larger agenda of Plan Indonesia
+ Support the youth engagement team to strengthen youth centeredness program, involving the Youth Advisory Panel (YAP) and Planet to ensure a coherent youth-led movement and a youth-led advocacy initiative in Indonesia
4. Management: System and Process
+ Manage budget and PC in Plan’s system (SAP), in coordination with Finance and Procurement teams
+ Lead and support the project administration work based on internal policies and procedures
+ Support the follow-up action of the AAL audit, in collaboration with other support units and operations
5. Safeguarding Children and Program Participants (PSHEA)
+ Ensures that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work.
+ Participates actively in capacity-building and learning events on Safeguarding Children and Program Participants and Gender Equality and Inclusion.
+ Submits required documentation (reports, checklists, action plans) to implement policy, standards, and approach on Safeguarding and GEDSI.
+ Understands and puts into practice the responsibilities under Safeguarding and GEDSI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE
Essential
+ Bachelor Degree in one of the disciplines relevant to the following areas: youth studies, international development, gender, inclusion, human rights, psychology, sociology, international law or other social science field
+ Minimum of 1-2 years of work experience working on development programmes
+ Good communication skills (verbal and writing) in English and Bahasa Indonesia
+ Knowledge of the links between gender equality, children’s rights and NGO development programming practice.
+ Demonstrated understanding on child and youth-led initiatives and child and youth sensitive monitoring and evaluation
+ Good network with youth groups champion in Indonesia
+ Good understanding of the practicalities of designing, implementing, and evaluating high quality programmes that promote meaningful child and youth participation
+ Good understanding of relevant policy-making processes and institutions on child and youth participation
+ Ability to design proposals, guidelines and standards, monitor and evaluate child and youth participation programming, based on sound analysis
+ Strong team work
+ Ability to build internal and external networks
+ Facilitation and training skills for children and young people
+ Dealing with conflict with tact and collected manner
Desirable
+ Advanced university degree
+ Knowledge of gender, theory of Change and socio-ecological framework
+ Knowledge of social norms research and other tools to ensure that researches are able to change community perspectives’ positively
+ Have experiences in supporting child and youth led initiatives and/ or movements
+ Strong ability to communicate theoretical concepts on Child and Youth Participation in simple terms and to apply these to practical solutions to promote meaningful children and youth participation.
+ Strong management and public mobilisation skills
+ Confident public speaker with media skills
