PROGRAM SPECIALIST - CODE ENFORCEMENT ASSISTANT

The City of Stockton is looking to fill a Program Specialist-Code Enforcement Assistant position. The position is assigned to the Stockton Police Department (Neighborhood Services).
This position will work various hours between 8:00 a.m. and 5:00 p.m. Flexibility is important and the incumbent may be asked to extend their hours or leave early if the assignments are completed. Work days will be Monday through Friday, but no more than 1000 hours per fiscal year.
This position is At-Will (Classified/Represented) position. Applications that meet the minimum qualifications will be referred to the hiring department for review. (Applicants who fail to fully complete the online application/supplemental questionnaire will be subject to rejection.)
Prior to appointment, the eligible candidate will be required to submit to and successfully pass a background investigation, which will include fingerprinting.
This code enforcement class is responsible for the citation and abatement of abandoned vehicles. Incumbents exercise considerable judgment in the performance of abatement work within established parking laws, City codes and guidelines. In addition, incumbents provide support to Code Enforcement Officers in inspecting, citing, and enforcing a variety of City codes and ordinances.

Program Specialist - Code Enforcement Assistant: Under general supervision, learns and performs specialized parking enforcement and vehicle abatement work on private property; assists in enforcing other City codes and ordinances; performs related work as assigned.

QUALIFICATIONS
Education/Experience :
Possession of a high school diploma or GED. One (1) year public contact experience required or completion of 30 semester units from an accredited college or university may be substituted for one (1) year experience.
Licensure/Certification:
+ Must possess a valid California driver's license.
+ Must possess or obtain a valid Post Penal Code PC 832: Arrest, Search & Seizure certification or equivalent within 12 months of appointment to the class.
Knowledge of :
+ Methods, principles, and practices of enforcement of state and local codes and regulations, including vehicle abatement procedures;
+ Applicable local and state codes, ordinances, regulations, policies, and procedures pertaining but not limited to nuisance abatement; blight control; substandard housing; zoning; overgrown vegetation; vector infestations; abandoned vehicles and governing parking within the City limits;
+ Basic geographical lay-out of the City;
+ Communication, negotiation, and behavioral techniques that foster collaboration and effectively achieve code compliance and related program results;
+ Public speaking and presentation techniques;
+ Methods of field investigation work and the research techniques including but not limited to determining property owners and zoning background;
+ Safe work methods and safety regulations pertaining to the work, including driving habits;
+ Basic English language usage and legible handwriting;
+ Office procedures, methods and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment;
+ Basic record keeping principles and practices;
+ Methods and techniques for basic report preparation; and
+ Basic law enforcement concepts.
Skill in :
+ Reading, interpreting, applying, and explain applicable codes, ordinances, laws, regulations, policies and legal requirements;
+ Probe and analyze situations accurately and force legal requirements;
+ Develop and maintain cooperative, effective working relationships with coworkers; representatives of community organizations, state and local agencies, and associations; supervisors; internal management and staff; and the public;
+ Communicate clearly and concisely, both verbally and in writing;
+ Maintaining records and preparing clear and concise reports, statistics, and other written materials;
+ Preparing simple graphs and statistics;
+ Using sound, independent judgment within established guidelines;
+ Dealing tactfully and effectively with those encountered in the course of the work, including hostile and irate citizens;
+ Understand customers' perspective, concerns, needs and request;
+ Carry out written and verbal directions;
+ Use current technologies, tools, and equipment to achieve program goals; and
+ Read, write and speak English at the level necessary for satisfactory job performance.
Physical/Mental Abilities :
+ Mobility - Frequent sitting for long periods of time while operating a keyboard; occasional bending, stooping, kneeling, reaching, pushing and pulling;
+ Lifting - Frequent lifting and carrying 10 pounds or less and occasional lifting and carrying up to 25 pounds or less;
+ Vision - Constant use of overall visual capabilities; frequent need for use of color perception, hand/eye coordination, reading and/or close-up work;
+ Dexterity - Occasional holding, grasping, typing, repetitive motion and writing;
+ Hearing/Talking - Constant hearing and talking of normal speech in person and on the telephone; Occasional speaking in front of large groups of people;
+ Special Requirements - May require occasional weekend or evening work;
+ Emotional/Psychological - Constant concentration, decision making and public contact; occasional ability to exercise sound judgment, especially under stressful situations; and working alone;
+ Physical Characteristics - Sufficient stamina to walk for pro long periods, frequently over debris or uneven terrain, to climb ladders and to crawl through small spaces;
+ Environmental Conditions - Occasional exposure to noise; and
+ Working Conditions - Primarily performed outside in inclement weather and in an office environment which is typically moderately quiet but may be loud at times and at some locations.
The Examination:
Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include an oral exam or a training and experience evaluation examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
