Position Title: Emergency Preparedness Exercise Planner
Reports to: Operations Manager
Employment Status: Full-Time
FLSA Status: Exempt
Schedule: Monday-Friday; 0800-1630
Travel: Required for other locations such as Camp Grayling, Alpena CRTC, Fort McCoy, Fort Custer and occasional travel to other cities within the U.S.
Position Summary: : Aldevra is currently seeking a qualified Emergency Preparedness Exercise Planner to support the Michigan National Guard (MING). The candidate will serve as a Subject Matter Expert (SME) to support planning, coordination, and execution of military and government training exercises, including both live and virtual components. Responsibilities include scenario development, event synchronization, resource coordination, and relationship building with emergency managers and key stakeholders. The SME will contribute to developing training objectives, the Master Scenario Events List (MSEL), and IM/KM products, while ensuring cybersecurity support and quality assurance compliance. This position is contingent upon contract award.
DUTIES AND RESPONSIBILITIES
The essential functions include, but are not limited to the following:
+ Lead coordination, design, and execution of annual domestic operations exercises including Consequence Management Exercise (CMEX) and Northern Exposure (NE).
+ Develop Master Scenario Events List (MSEL) and manage exercise scripts, injects, and role players.
+ Facilitate and attend planning meetings such as IPM, MPM, FPR, and TTX.
+ Coordinate with federal, state, and local agencies to recruit and onboard suitable exercise participants.
+ Prepare and deliver professional presentations, exercise materials, and summary reports.
+ Support Information Management/Knowledge Management (IM/KM) functions.
+ Provide support in cybersecurity and protection of critical infrastructure.
+ Travel to support in-person site visits and exercise execution.
+ Maintain compliance with MING's telework and performance standards.
+ All other duties as assigned

Requirements
Security Requirements:
+ Capable of passing Tier 3 background investigation (T3)
+ Must be able to obtain CAC clearance.
This position requires passing an extensive background check.
Qualifications:
+ SECRET security clearance or ability to obtain one.
+ Project Management certification (PMP) is highly preferred .
+ Minimum 5 years of experience in exercise planning and support (CPX, STX, FTX).
+ Minimum 5 years of experience in White Cell roles such as EXCON and SIMCELL.
+ 10 years of SME-level experience in military operations or emergency management with bachelors degree - or - 20 years of experience with no degree.
+ Experience working with NORAD-USNORTHCOM or National Guard exercises.
+ Working knowledge of ICS, NRF, NIMS, and DSCA/NGCS policies.
+ Familiarity with platforms such as APAN, WebEOC, ReadSIM, LLIS.
+ Valid U.S. driver's license
+ Excellent verbal communication skills and telephone manner
+ Excellent and accurate written communication
+ Familiarity with Windows operating systems; online calendars and cloud systems; intermediate to advanced skills Microsoft office products required
+ Excellent attention to detail; accurate data entry
+ Customer Focused and team-oriented work ethic
+ Able to multi-task efficiently and accurately, focusing on quality
