    Description

    The Vice President of Evaluation is a senior leadership role responsible for overseeing how the organization measures effectiveness, improves programs, and integrates data into strategic decision-making. Reporting directly to the Chief Operating Officer (COO), this role provides executive leadership of the agency’s TRIAD program and directs evaluation, quality improvement, and research initiatives. It requires advanced technical expertise and strategic vision, working in close partnership with agency leadership, program managers, and frontline staff to promote a culture of continuous improvement grounded in analytical insight and organizational performance metrics.

    ESSENTIAL JOB FUNCTIONS

    Strategic Leadership & Organizational Development

     

    + Serve as a thought leader and strategic advisor to executive leadership on evaluation, quality improvement, and organizational learning.

    + Design and implement a comprehensive strategy for analytics, evaluation, and research initiatives that align with GMHC’s mission and strategic goals.

    + Promote a culture of continuous improvement and evidence-based decision-making across all departments.

    + Build and strengthen internal systems and capacity to support high-quality data collection, analysis, and application.

    + Strong mentoring and coaching skills, particularly in data literacy and performance management.

     

    Analytics & Evaluation (A&E) Team Management

     

    + Provide direct leadership and oversight to the Analytics & Evaluation (A&E) team, guiding staff development, performance, and alignment with agency priorities.

    + Ensure the A&E team delivers timely, accurate, and actionable insights to support program and operational effectiveness.

    + Foster a high-performing team environment grounded in accountability, innovation, and collaboration.

     

    TRIAD Program Oversight

     

    + Lead the TRIAD program, assuming full ownership of its processes, execution, quality assurance, and outcomes evaluation.

    + Ensure that the TRIAD framework is fully integrated into all GMHC programs to support oversight, accountability, compliance execution, and responsiveness to evolving organizational priorities.

    + Use data and findings from TRIAD to inform decision-making, improve service delivery, and demonstrate impact.

     

    Evaluation Training & Workforce Readiness

     

    + Develop and oversee training programs for staff and managers on evaluation systems, tools, and best practices.

    + Lead the onboarding of new managers by embedding evaluation expectations and performance standards into training.

    + Maintain and continuously improve training materials to reflect evolving methodologies, systems, and agency needs.

     

    Collaboration & Process Improvement

     

    + Collaborate with program teams and leadership to improve data quality, utilization, and reporting practices.

    + Support departments in designing performance metrics and evaluation frameworks that enhance program outcomes.

    + Build productive relationships with external partners, funders, and evaluators to expand the agency’s learning agenda.

     

    Reporting & Communication

     

    + Direct the creation of reports, dashboards, and data visualizations for internal leadership, funders, and external stakeholders.

    + Represent GMHC’s analytics and evaluation initiatives at meetings, conferences, and external engagements.

    + Contribute to grant proposals and funder reports through strategic use of data and outcome narratives.

     

    Special Projects

     

    + Lead or support cross-functional projects and organizational initiatives as assigned, demonstrating flexibility and a commitment to mission-driven excellence.

    Requirements

    SPECIAL SKILLS AND KNOWLEDGE

    Non-profit Leadership & Management:

    + Extensive experience with non-profit management.

    + Proven ability to lead high-performing teams and drive organizational change.

    + Experience with NYC-based, HIV-related prevention and care service landscape, funding and policy environment.

     

    Program Oversight & Training

     

    + Deep knowledge of program oversight, including multidisciplinary models like TRIAD.

    + Experience developing and facilitating training, onboarding, and staff development initiatives across varying levels of experience.

     

    Analytics, Evaluation & Research

     

    + Advanced proficiency in quantitative and qualitative evaluation methodologies.

    + Experience with psychometrics, survey development, and community-based research.

    + Expertise in data analysis using tools such as SPSS, SAS, or Stata.

    + Ability to translate complex data into actionable insights and strategic recommendations.

    + Expertise in community-based research.

     

    Communication & Interpersonal Skills

     

    + Excellent verbal and written communication skills.

    + Ability to effectively engage diverse internal and external audiences.

    + Strong collaborative approach with the ability to influence across all organizational levels

    + Ability to develop and maintain professional relationships with individuals from diverse backgrounds and experiences.

    + Ability to supervise staff, teach skills and provide professional development opportunities.

    EDUCATION AND CERTIFICATION

    + Advanced degree in psychology, sociology, public health, or a related field; or 15–20 years of progressive experience in program evaluation, preferably in a nonprofit, public health, or human services setting.

    + Certification or demonstrated expertise in formal quality improvement methods (e.g., Lean, Six Sigma)

    TECHNICAL SKILLS

    Advanced Microsoft Office Proficiency:

    + Excel: Expertise in advanced functions such as VLOOKUP, pivot tables, data validation, conditional formatting, and financial modeling for complex data analysis and decision-making support.

    + Outlook, Word, and PowerPoint: Proficient in using these tools for professional communication, documentation, and presentation creation.

     

    Evaluation, Research & Data Visualization Tools

     

    + Dashboard Software: Proficient in using leading data visualization tools such as Tableau and Power BI for developing dynamic, insightful reports and dashboards.

    + Automated Reporting Tools: Experience with Salesforce and other similar platforms, a plus.

    + Advanced quantitative and qualitative evaluation skills.

    + Familiarity with psychometrics, survey design, and community-based research.

    + Visualization experience with Tableau, Power BI, or similar tools

    Data Manipulation and Analysis:

    + Excel Skills: Advanced capability in data manipulation and visualization within Excel to derive insights from data.

    + Database and Query Skills: Proficient in SQL for managing, querying, and manipulating large datasets from relational databases, a plus.

    + Proficiency in data analytics and statistical software (SPSS, SAS, Stata, Python).

    General Technical Proficiency:

    + Online Navigation Skills: Ability to efficiently navigate online portals and databases to retrieve and manage information relevant to program evaluation.

    WORK ENVIRONMENT & SCHEDULE

    This is a hybrid position requiring a mix of:

    + In-office presence for team meetings and project reporting.

    + Remote work as determined by the supervisor based on project needs.

    + Flexibility to work occasional evenings or adjusted hours to meet client needs or program deadlines.

    + Participation in the annual AIDS Walk New York event (mandatory for all GMHC staff).

    PHYSICAL DEMANDS

    While carrying out the responsibilities of this role:

    + The position is primarily office-based and sedentary, involving extended periods of computer use, phone communication, and video conferencing.

    + Must be able to navigate a standard office environment and attend in-person meetings or off-site events as needed.

    + High focus and mental concentration are required to analyze data, solve complex problems, and develop effective solutions within tight deadlines.
