    Job Description

    The Office of Research and Policy Innovation (ORPI) brings together four units that provide critical policy-related information to agency leadership. ORPI also supports a broad network of homeless services providers, as the official NYC government partner for federal Housing and Urban Development (HUD) grants. Housed within ORPI, Federal Homeless Policy and Reporting (FHPR) directs the NYC Continuum of Care (CoC). The CoC is a planning body that manages year-round planning efforts for HUD CoC program funding to address the housing and service needs of persons experiencing homelessness in NYC.

     

    The CoC team is responsible for submitting the annual collaborative application to HUD in response to the bi-annual CoC Program Notice of Funding Opportunity (NOFO) for approximately $170 million. The CoC team directly manages a $1.5 million planning grant and oversees project operations and fiscal management of approximately 165 CoC-funded projects. The CoC team are the agency’s lead content experts on HUD policy and national trends in homelessness. The CoC team are also responsible for ongoing community engagement and cultivation to maintain a strong stakeholder and consumer network.

    ORPI is recruiting for one (1) City Research Scientist (CRS III) to function as a Deputy Director of CoC Homelessness Policy within the CoC team who will:

    - Manage the NYC CoC Notice of Funding Opportunity’s (NOFO) local competition to identify and rank new projects.

     

    - Manage special and ad hoc HUD funding opportunities, including running targeted local competitions as needed.

     

    - Oversee the maintenance of CoC Governing Documents to ensure alignment of CoC operations with local, state, and federal policy.

     

    - Manage the Independent Review Team for the NYC CoC (IRT), serve as the CoC’s in-house expert on CAPS policy and procedures, and participate in CoC committees.

     

    - Supervise Community Coordinator, including responding to requests for letters of support.

     

    - Serve as FHPR lead for HUD Technical Assistance engagements.

    Hours/Schedule: 9 AM – 5 PM

    Qualifications

    1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

    To be appointed to Assignment Level II and above, candidates must have:

    1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

    2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

    3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

    Probationary Period

     

    Appointments to this position are subject to a minimum probationary period of one year.

    Salary Min: $ 98,159.00
