    Job Description

    The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the city.

     

    The Bureau of Environmental Planning and Analysis (BEPA) at the New York City Department of Environmental Protection is seeking a Program Analyst for the Municipal Separate Storm Sewer System (MS4) Stormwater Management Program. The NYC MS4 Program encompasses several individual programs designed to reduce pollution in stormwater. Numerous City agencies have responsibilities as part of the Program, and BEPA is responsible for coordinating interagency policy decisions and pollution reduction strategies for the City. These strategies can range from environmental education to inspecting facilities for permit compliance to constructing best management practices, such as green infrastructure, for stormwater source control. This role provides a unique opportunity for involvement in many exciting stormwater initiatives across NYC in support of DEP’s Strategic Plan and PlaNYC 2030 Getting Sustainability Done.

     

    Under supervision from the MS4 Program Manager and Managing Director of Watershed Management & MS4 Compliance, the Program Analyst will assist on a variety of technical, administrative, and quantitative duties related to the implementation of the Stormwater Management Program for areas served by the City’s separate storm sewer system. The Program Analyst will assist in reviewing reports and deliverables prepared by consultants and contractors; assist in preparing, coordinating, and drafting annual reports and other publications; and support other large projects under the direction of BEPA senior managers. This role will collect, analyze, and integrate relevant data and research from various sources to support agency planning efforts, and will assist with coordination with operational Bureaus and interagency teams. Specifically, this role will assist the MS4 Program Manager and other MS4 team members in:

     

    - Engaging with Bureaus within DEP and City agencies with MS4 permit obligations to ensure the City is on track to meet its regulatory obligations;

     

    - Reporting to regulatory authorities and presenting to the public on an annual basis and as-needed basis to promote compliance with the MS4 permit and broader public education efforts

     

    related to stormwater controls.

     

    - Evaluating public policy to inform compliance strategies and permit negotiations; and

     

    - Identifying new opportunities for environmental education and communication to promote broader awareness of the MS4 system, permit compliance, and best management practices for

     

    stormwater control, such as green infrastructure.

     

    The ideal candidate will possess a high degree of comfortability engaging both technical and non-technical audiences around issues related to stormwater control and water quality impacts with a broad understanding of related public policy and environmental areas. Experience in related fields such as climate resilience, city planning, community outreach, as well as prior government experience, will also be considered. The successful candidate will function in a support role to senior managers and should be comfortable working as part of a highly dynamic team on a range of complex tasks simultaneously.

    Qualifications

    1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

    To be appointed to Assignment Level II and above, candidates must have:

    1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

    2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

    3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

    Probationary Period

     

    Appointments to this position are subject to a minimum probationary period of one year.

    Salary Min: $ 74,536.00

     

    Salary Max: $ 90,188.00
