This position serves our partners at the Department of Employment and Economic Development (DEED). The MNIT DEED team provides technical support to help improve employment conditions in Minnesota. The team supports work that improves workforce and community development, increases business recruitment, and helps Minnesota small businesses to expand into international trade.

     

    Come join us at MNIT partnering with the Department of Employment and Economic Development (DEED) to work on the agency-wide Grants Management System to work with other IT and DEED agency professionals.

     

    This Business Analyst position exists to perform business analysis functions using a set of tasks and techniques to successfully act as a liaison among stakeholders to understand the structure, policies, and operations of an organization and to be able to recommend solutions that enable projects to be successful and goals to be met. This includes participating in requirements gathering sessions to analyze, define and document business processes, software requirements, data management systems and development of specifications for technology initiatives.

     

    The Advanced Business Analyst works as a liaison between IT and business representatives, analyzing business activities and translating them into solutions to purchase, implement, or develop. The Advanced Business Analyst works with development team members by guiding, consulting, and collaborating on the development, testing, deployment, and adoption of solutions. The Advanced Business Analyst also communicates and consults with system user populations concerning system changes and coordinates implementation planning for changes and releases.

     

    The Advanced Business Analyst will work closely with the leadership team to coordinate and lead work by project team members with various skill sets and technical disciplines ranging across all supported services, technologies, and work units. In addition, this position may involve mentoring and coaching less experienced business analysts.

     

    The incumbent will participate in and practice: Business Analysis Planning and Monitoring; Elicitation; Requirements Management and Communication; Enterprise Analysis; Requirements Analysis; and Solution Assessment and Validation using industry best practices for and generally accepted standards outlined in the Business Analysis Body of Knowledge (BABOK) (or equivalent industry standards and best practices) and by MNIT.

     

    **This position is temporary and includes full state fringe benefits; it is anticipated to last for up to two (2) years.

     

    This position requires an employee to be onsite at the MNIT Great Northern Building 180 5th Street E St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

    Minimum Qualifications

    This position requires a minimum of four (4) years of experience in performing IT business analysis functions.

    Experience must include:

    + Experience eliciting and managing business requirements.

    + Experience working as a business analyst writing system specifications.

    + Experience communicating complex subjects in written documentation for system specifications.

    + Experience mentoring and coaching less experienced business analysts.

    + Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

    + Customer service skills that include active listening, empathy, and problem-solving.

    A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

    Preferred Qualifications

    + Ability to collaborate and work effectively as part of an Agile team using Scrum and Kanban.

    + Ability to collaborate and work as part of a team, to resolve conflict, motivate, and influence decision-making.

    + Experience working with vendor products, configurable products, commercial off-the-shelf (COTS) and/or Software as a Service (SaaS) product implementations.

    + Ability to communicate clearly, present complex information to users in a comprehensive style both in text and visually.

    + Knowledge of Grants Management Processes.
