Business Analyst

The position is in the Boise Office in the Chinden Campus, 11321 West Chinden Blvd, Building 2. A compensation analysis will be completed for the selected candidate.
Summary:
The Tax Commission Business Analyst evaluates organizational systems for effectiveness, and plans or designs improvements in operations; brings into effect change through the project management; and performs related work.
Responsibilities:
+ Evaluate and improve program operations to ensure compliance with regulations and alignment with commission goals.
+ Collaborate with leadership and cross-functional teams to establish and implement strategic objectives.
+ Monitor and analyze performance data, tracking metrics and outcomes to identify trends and opportunities for improvement.
+ Facilitate the development and integration of performance measures into daily operations and decision-making.
+ Lead or contribute to studies and research that assess program effectiveness and regulatory compliance.
+ Recommend refinement of policies, procedures, and business processes based on data and evaluation findings.
+ Consult on and guide system enhancements, collaborating with IT teams, contractors, and subject matter exerts.
+ Evaluate systems for cost-effectiveness and operational alignment and advise on adoption or modification.
+ Train staff on data collection, performance measurement, and the use of new or existing systems.
+ Design and oversee process improvement initiatives, ensuring alignment with performance goals and agency strategy.
+ Develop and manage documentation (procedures, workflows, protocols) to support process and system effectiveness. Use technical writing skills for clear and concise communication.
+ Use problem solving tools to determine the root cause of failures/errors and develop effective corrective and preventative actions.
+ Use performance analytics to detect inefficiencies, set improvement targets, and guide corrective actions.
+ Participate in business process audits to ensure compliance and identify potential areas for improvement.
Minimum Qualifications:
Good knowledge of project management, organizational/business analysis and evaluation, process improvement methodology (Typically gained by 1. Two years of experience in a quality assurance role that includes continuous process improvement methodology, AND 2. Experience managing small to mid-sized projects and being a team member for larger projects, AND 3. Familiarity with organizational/business analysis and evaluation and process improvement methodologies.
