Community Engagement is vital for making Durham a great place to live, work and play. The role of the ADA Coordinator will help ensure that all residents, regardless of their disability, can access the City of Durham’s programs and services.
The ADA Coordinator serves as the City of Durham’s lead resource for accessibility and disability nondiscrimination regulations. This includes matters relating to the City’s compliance with Title II of the Americans with Disabilities Act and other relevant laws protecting the rights and privileges of persons with disabilities. This position involves coordinating compliance efforts enterprise-wide including tracking and investigating complaints and developing accessibility strategies to guarantee equal access to programs and services. The ADA Coordinator also assists in providing guidance on ADA requirements to staff and the public. Internally focused responsibilities will include assisting in the development, implementation and evaluation of policies, procedures, programs and training to promote accessibility and inclusion. The person in this role is also the primary point of contact with the U.S. Department of Justice (DOJ) and/or serves as the liaison for interactions between the DOJ and the City Attorney's Office. The incumbent will also provide regular updates to executive leadership.
This position is situated in the City’s Engagement Department, and will work in close collaboration with the Language Access Plan Coordinator, the Digital Inclusion Manager and other personnel whose roles and responsibilities align with providing access to persons with disabilities. To be effective, the ADA Coordinator must possess a high level of knowledge regarding the ADA and related laws, be adept in researching law and relevancy of application, be detail-oriented, and have good communication skills. While this position includes remote privileges, the incumbent will be required to work in the City’s office at least three (3) days/week.
Duties/Responsibilities
The primary responsibility for the person selected for this role is to lead efforts to prevent and address disability-related discrimination by ensuring adherence with Title II of the ADA. This goal will be accomplished by performing the following:
Advise on ADA Compliance:
+ Oversee and lead the ADA compliance unit to ensure the City's compliance with all aspects of Title II of the ADA, including, but not limited to, accessibility of public services, programs, and facilities.
+ Create and maintain clear, accessible guidelines regarding ADA rights and responsibilities.
+ Create procedures for requesting accommodations.
Lead Resource:
+ Work closely with departments to coordinate efforts to process requests and resolve accessibility issues.
+ Engage directly with departments to eliminate programmatic accessibility issues.
+ Oversee the coordination with relevant departments to process requests and assess accommodation needs, gather necessary documentation, and collaborate with departments to implement reasonable accommodations.
+ Manage and provide support to the Mayor’s Committee for Persons with Disabilities.
Investigate Complaints:
+ Perform intake of complaints and grievances alleging a violation of the ADA or Section 504 of the Rehabilitation Act of 1973.
+ Conduct investigations in response to ADA grievances and complaints.
+ Advise, in coordination with the City Attorneys Office, on matters communicated to and from the U.S. Department of Justice (DOJ).
Accessibility Planning:
+ Develop, implement and monitor accessibility plans, including self-evaluations and the City of Durham transition plan to ensure accessibility barriers are addressed in a timely fashion.
Promote Accessibility:
+ Coordinate requests for auxiliary aids, including American Sign Language (ASL) interpretation and Communication Access Realtime Translation (CART), in coordination with the Language Access Plan Coordinator.
+ Regularly review and assess the City's ADA-related processes and systems, recommending improvements as necessary to ensure sustained compliance and enhanced accessibility.
Develop and Implement Policies:
+ Develop, review, and update organizational policies and procedures related to ADA compliance, ensuring alignment with Title II of the ADA and other relevant federal, state, and local laws.
+ Contribute to the development of action plans to address gaps identified during audits, providing guidance to City leadership on disability-related issues and reasonable accommodations.
+ Develop and implement policies and procedures related to accessibility, including those related to reasonable modifications.
Education and Training
+ Establish an ADA Liaison network, with representation from every City of Durham Department.
+ Provide guidance for staff regarding ADA compliance requirements.
+ Develop and deliver Title II-related training on ADA requirements and best practices for internal and external stakeholders.
Stay Informed:
+ Maintain current knowledge of ADA regulations and best practices, ensuring the City remains compliant with all requirements, and ensuring ongoing professional development within the organization.
+ Coordinate self-evaluations and transition plan monitoring to identify and remove barriers to access.
+ Create reporting structures to ensure senior leadership is consistently apprised of the status of ADA compliance.
+ Monitor and/or advise on improvements to the City’s physical, electronic, and programmatic services and facilities.
Minimum Qualifications & Experience
+ Bachelor’s degree in a field of study that required research, communication and/or problem-solving, OR equivalent experience.
+ Two years of relevant experience with ADA compliance, investigation or enforcement.
Additional Preferred Skills
+ Experience working with persons with a disability.
+ Three (3) years of progressively responsible experience in policy or regulation compliance or investigation.
+ Experience in local, state, or federal government.
+ Skill in establishing and maintaining effective working relationships with staff at every level.
+ ADA Coordinator certification (or ability to obtain one within one year of hire).
+ Proficiency in project management.
+ Experience writing reports or letters of analysis or evidence-based determinations.
+ Familiarity with Section 504 of the Rehabilitation Act of 1973.
+ Strong organizational skills with the ability to manage multiple priorities.
+ Ability to develop accessible materials and presentations.
+ Ability to work independently with minimal supervision and guidance.
