The Community Engagement Program Coordinator plays a vital role in connecting the City of Eugene Parks and Open Space Division with the community it serves. This position is responsible for fostering positive relationships through strategic communication, outreach, and public engagement efforts. The coordinator collaborates with internal teams, leads engagement initiatives, and supports transparent, inclusive communication with a diverse public.
You are a strong communicator who can transform complex program information into clear, engaging content. You enjoy building connections with the public and helping community members better understand city services and initiatives. Social media is your wheelhouse—you’re excited to be the Division’s go-to expert in digital engagement. You thrive in a collaborative team environment but are equally comfortable working independently and managing multiple priorities. You're detail-oriented, love a good research project, and can handle fast-paced, dynamic work. You have an eye for strong graphic design, can craft compelling messaging, choose the right photo, and guide visual content creators. You bring a passion for equity-focused community building.

Salary Range: $34.77 - $43.33 / hourly; $72,321.60 - $90,126.40 / annually
Effective 7/1/2025 AFSCME positions will receive a 2.8% increase in salary.

Work Schedule: Full time, Monday - Friday, 8:00 a.m. - 5:00 p.m.
Examples of Duties Performed - Duties may include but are not limited to the following
WRITING AND CONTENT CREATION
+ Write and edit outreach materials for print and digital platforms including the Parks website, social media, newsletters, brochures, and reports.
+ Draft press releases and provide written responses to inquiries from the public, partner agencies, and other city departments.
+ Produce regular publications such as the monthly newsletter and annual Parks and Open Space reports.
COMMUNITY ENGAGEMENT
+ Lead public outreach efforts to inform community members, neighborhood groups, and park user groups about Parks initiatives.
+ Solicit community input and promote opportunities for involvement.
+ Represent the Division at events and respond to public requests for information and materials in a timely, helpful manner.
+ Promote special events such as volunteer work parties, park dedications, and grand openings
SOCIAL MEDIA & WEB MANAGEMENT
+ Manage the Division’s social media presence, including content creation, scheduling, and response management.
+ Set long- and short-term social media goals, evaluate performance, and make data-informed recommendations.
+ Monitor trends and emerging platforms to guide the Division’s strategy.
+ Ensure accurate, up-to-date content on the Parks website and support overall web communication needs.
+ Track engagement metrics and prepare performance reports for the outreach team
PARK DONATIONS
+ Oversee small scale park donations program working with community members interested in commemorative benches or tiles.
GRAPHIC DESIGN, VIDEOGRAPY AND PHOTOGRAPHY
+ Update or create new outreach materials including brochures, interpretive signs, newsletters, and advertisements.
+ Manage outreach budgets related to communication projects.
+ Collaborate with graphic designers, oversee production, and help ensure high-quality visual content.
+ Coordinate the creation of photo and video assets that support storytelling and outreach goals.
MISCELLANEOUS
+ Conduct research in support of Division projects; analyze findings and summarize them in reports.
+ Support the evaluation of community feedback and engagement efforts.
+ Assist with special projects, such as helping food vendors navigate opportunities to operate in City parks.
+ Stays current on emerging trends and technologies in the field through self-directed professional development and ongoing training.
+ Assists in establishing short- and long-term media goals; evaluates objectives, policies, and procedures; and provides recommendations to the section manager. Participates in the development of program and operational guidelines.
+ Assesses the effectiveness, impact, and cost-benefit of program or operational activities; documents and tracks program costs; compiles periodic progress reports; identifies program needs and challenges; evaluates training requirements or policy changes; and develops recommendations. Ensures ongoing program compliance.
+ Coordinates internship postings, facilitates intern hiring, and provides supervision, task assignment, and oversight of intern work.
+ Develops work plans, timelines, and resource allocations for assigned programs or operational areas and monitors progress to ensure timely completion of objectives.
+ Actively promotes and respects diversity, equity, and inclusion in the workplace.
+ Performs other related duties as assigned.

A typical way to obtain the knowledge and abilities would be:
Experience:
Four years of progressively responsible paraprofessional experience in the program or operational area or a related field, including at least two years of experience at the paraprofessional journey-level.
Training:
Equivalent to an Associate degree with major course work in the area of assignment, or in public administration, communications, public relations, or a related field.
License or Certificate:
Possession of, or ability to obtain, and maintain an appropriate valid Oregon State driver's license.
The Ideal Candidate will possess the following knowledge, skills, and abilities:
Knowledge of:
+ Principles and best practices of writing, communications, public relations, digital media, and community outreach
+ Effective strategies for social media management and website content development
+ Fundamentals of strong graphic design, photography, and videography for public communication
+ Program development principles, including effective planning, implementation, and evaluation methods
+ Basic budgeting concepts and procedures relevant to the program area
+ Methods for designing and managing programs and projects
+ Techniques for establishing short- and long-term goals and objectives
+ Proficiency in applicable software systems, digital communication platforms, and standard office procedures
Ability to:
+ Communicate effectively, both verbally and in writing, with City staff, the general public, and partner agencies, using courtesy, tact, and sound judgment.
+ Develop and implement outreach and promotional activities for the program area; create clear, engaging outreach materials
+ Plan, organize, and administer specialized programs or operational areas; evaluate program direction, impact, and effectiveness; and provide guidance
+ Conduct needs assessments for programs or operations; evaluate, prioritize, and address identified needs
+ Research and analyze issues and trends; explore and recommend potential solutions
+ Stay current on developments and best practices related to assigned program or operational area
+ Use a variety of computerized systems to maintain program records, track data, and generate reports
+ Clearly describe and interpret program or operational information for varied audiences
+ Work effectively both independently and in team settings with a diverse public, coworkers, and external agencies; build consensus and make informed decisions using conflict resolution and negotiation skills
+ Establish and maintain accurate and organized digital filing systems
+ Plan, assign, and oversee the work of volunteers, interns, and/or temporary employees
Supplemental Information
Working Conditions:
Positions involve light physical work, including walking, standing, stooping, occasional carrying and lifting lightweight materials (under 20 pounds). Regular focus on a computer screen; requires visual acuity and depth perception to recognize words and numbers; hand/eye coordination to use a computer keyboard and common office equipment. Daily sitting for prolonged periods. Requires speaking and hearing ability sufficient to hear over the phone, carry on conversations, and participate in meetings. Attendance at meetings or activities outside of normal working hours.
May include occasional physical labor, including frequent walking, bending, stooping, kneeling, crawling, crouching, climbing and the ability to push, lift, pull, and carry objects. May be exposed to various weather conditions.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.
