Engineer 6 - Road Design Squad Leader
Section 24 – Road Design
This position supervises all aspects of plan preparation by a design squad in the Road Design Section. Is an expert in all areas of plan preparation, including hydraulic and geometric design. Ensures conformance to current AASHTO policies and Louisiana standards relating to highway design. Prepares detailed engineering designs for a variety of transportation systems which may include urban and rural freeways, arterial routes, collector routes, intersection improvements, and major and minor bridge replacement projects. These projects require detailed analyses to minimize impacts on the human and natural environment, to optimize costs and to maximize safety while minimizing inconvenience to the traveling public. Must be up to date on the state of the profession and on the latest technology available to transportation engineers and designers. Is responsible for planning and managing the workload of the squad as well as each project’s roadway scope, cost and schedule. The typical workload of the in-house design staff would consist of 10-15 projects with a total estimated construction cost of $20-50 million.
Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.
Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Licensing requirements may be viewed at www.lapels.com.

Job Duties:

+ Consultant Management:
Directs consulting engineering firms in all aspects of roadway design. Prepares fees and scope of work for the acquisition of engineering consultant services for roadway design (professional services contracts). Sets the schedule for plan delivery. Has signature authority for the approval of consultant invoices. The typical workload of consultant designed projects would include 10-15 projects with a total estimated construction cost of over $25 million.
+ As a supervisor, trains subordinate staff in all aspects of roadway design. Is typically the engineer of record for projects produced within the squad. Typical staff size is 3-5, consisting of engineers and engineering technicians.
+ Provides technical roadway design expertise and experience needed/required during stages 0, 1 and 3 for the development of project scopes and budgets. Provides technical reviews of roadway plans prepared by the district design sections. Serves as a fact witness and technical expert in roadway design in tort cases against DOTD.
+ Represents DOTD in meetings with local, state and federal agencies. Responds to inquiries from the public and other interested parties. May be required to make technical presentations at public meetings or to the DOTD Secretary, elected officials, or the general public. Requires daily written and phone correspondence with these individuals.
+ Coordinates roadway plan development with other state and federal agencies and DOTD sections and units to facilitate comprehensive plan development.
+ May be required to perform other duties as necessary, including, but not limited to, emergency/disaster support activities.
Position-Specific Details:
Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.
Compensation: This position has a Special Entrance Rate (SER) of $3,316.00 biweekly. This position has a Premium Pay of $5.00 per hour for all hours worked.
