    About This Position:

    This advanced level position is responsible for providing program support relating to the ITS Roadway Flooding Detection and Notification, ITS Traffic Video collection and Distribution, ITS Device and System Maintenance, ITS Fiber Optic Damage Prevention, and ITS Infrastructure Management, DOTD Wireline Communications Services, and DOTD Wireless Communications Services programs within the Infrastructure Management and Communications Unit of the DOTD statewide Intelligent Transportation Systems (ITS) Section. The ITS Program (ITSP) is charged with providing necessary planning, systems integration, and development of specifications for implementing state-of-the-art traffic monitoring and control technologies on the state’s interstate and major highway systems. This program is supported by real-time operational transportation network software and hardware components. This position is the project manager over routine maintenance and repair of communication devices, which includes traffic cameras, dynamic message signs, vehicle detectors, and other intelligent transportation devices within an assigned District. Responsibilities include technical consultation concerning implementation, optimization, and management of system software and hardware. This position has critical responsibilities for project management of the maintenance and repair of equipment that affects the safety and well-being of Department personnel and the general public. This position requires the ability to legally operate a state vehicle. The incumbent must meet all applicable state laws and agency requirements necessary for driving on official business, including maintaining a valid driver’s license, before appointment. This position reports to an ITS Technician Supervisor.

     

    While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

    Minimum Qualifications

    Four years of experience or training in the maintenance and/or repair of electronic, electrical, or telecommunications devices, components, networks, or systems; OR

     

    An associate’s degree in electrical technology or electronic systems plus two years of experience or training in the maintenance and/or repair of electronic, electrical, or telecommunications devices, components, networks, or systems.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university in electrical technology or electronic systems will be credited as one year of experience.

    Job Duties and Other Information

    Job Duties:

    Provides project management for the maintenance for Intelligent Transportation Systems (ITS) devices, including cameras, radar detectors, and message signs and the fiber optic cables for connecting these devices for statewide access. Ensures that vendor-supplied software/hardware meets Federal Highway Administration standards. Manages the statewide communication systems to remote network devices. Maintains, documents, and updates configuration data for all components in the network. Evaluates and recommends changes to the systems network based on monitoring of network components. Assists unit managers in analyzing and diagnosing network performance problems. Oversees the network devices that monitor the alarm conditions at the digital microwave and fiber optic locations in assigned locations, notifies technicians of problem areas, and ensures repairs are completed in accordance with ITS guidelines. Oversight involves remotely accessing the network systems for viewing the network conditions statewide and network equipment for maintenance and management of the network system. Recommends new technologies when managing ITS Devices and systems. Locates DOTD’s fiber optic network cables when necessary. Oversees all aspects of functionality (including firmware) for Zetron and other ITS devices, communication towers tower warning light systems, tower light monitoring systems, NAGIOS, WEBIO, tower grounding systems, hub buildings, backup power generators, UPS, battery backup, battery chargers, DC power systems, air conditioners, heaters, dehumidifiers, air filters, and other required items for DOTD buildings and Right-Of-Way. Submits FAA notices when tower light systems are inoperable.

     

    Locates and marks DDOTD owned or permitted underground fiber optic cable. Implements and maintains documentation of locations in the appropriate DOTD system future use. Coordinates with and provides technical assistance to Department staff, consultants, contractors, permit holders, and others to determine if DOTD owned or permitted underground fiber optic cable may be damaged by construction activities inside the DOTD Right-Of-Way and provides technical assistance to relocate, modify, repair and/or install underground fiber optic cable. Develop estimates for contractors performing relocation/modification/repair work. Install, repair, or replace pull boxes and marker posts when damaged by mowers, construction activities, traffic accidents, or other causes.

     

    Manages the collection of the real time traffic video and traffic data from ITS field devices installed along the roadway and guarantee the successful delivery to the DOTD traffic management centers and to other internal users.

     

    Coordinates with and provides technical assistance to ITS vendors, consultants, and contractors when they participate in ITS programs. Issues and receive stock for ITS vendors, consultants, and contractors. Collaborates with vendors to debug or modify ITS devices and systems. Trains users in proper operation of communications equipment. Initiates consultation with users and administrators on various network requirements including usage, design and operation of ITS devices and systems.

     

    Performs onsite inspections to determine preventive maintenance requirements and maintains configuration various pieces of the telecommunications network facilities. Reports issues to upper level management and recommends solutions to these problems when they occur. Coordinates with and provides technical assistance to other Departmental staff (electricians, carpenters, welders, and others) when their assistance is required.

     

    Install, maintain, trouble shoot, repair, and deliver analog, digital, voip, and sip telephones; analog, digital, voip, and sip PBX; analog, digital, voip, and sip PRI trunks; local telephone numbers and 1-800 telephone numbers; number plans and dialing plans; advanced telephone features including call forwarding, call distribution, and auto attendant; advanced call center features including call agents, IVR, and call recording; voice mail; T-1; Frame Relay; Metro-E; internet; cable; and other wireline communications services for DOTD projects, building, roadways, bridges, facilities, and staff for statewide access in a 24x7x365 environment. Perform onsite inspections and preventative maintenance on these telephone systems. Implement and maintain documentation in the appropriate DOTD system or database for future use. Coordinate with and provide technical assistance to ITS vendors, consultants, and contractors when they participate in the program. Issue stock to and receive stock from ITS vendors, consultants, and contractors. Coordinate with and provide technical assistance to other Departmental staff (electricians, carpenters, welders, and others) when their assistance is required for the technician to perform duties under the program.

     

    Install, maintain, trouble shoot, repair, and deliver smart phones; cellular modems, hot spots and access cards; mobile and handheld tow way radios/ DSRC; SG LTE; 802.11 WiFi/WiMax; Bluetooth; and other wireless communications services for DOTD projects, buildings, roadways, bridges, facilities, and staff for statewide access in a 24x7x365 environment. Perform onsite inspections and preventative maintenance on these wireless systems. Implement and maintain documentation in the appropriate DOTD system or database for future use. Coordinate with and provide technical assistance to ITS vendors, consultants, and contractors when they participate in the program. Issue stock to and receive stock from ITS vendors, consultants, and contractors.

     

    Performs other duties as directed by supervisors to maintain the 24-hour operation of ITS devices and systems. May be required to perform duties as necessary including, but not limited to emergency/disaster support activities.
