Section 40 – Construction
The DOTD eConstruction unit is responsible for project management, implementation, operation, quality assurance, and support of multiple state-wide specialized Construction and Materials Management software applications, including AASHTOware Site Manager, LaPave Online, Headlight, and construction and materials reporting. These applications are critical for day-to-day operations among project engineer offices, district laboratories, and external users. This section focuses on maximizing DOTD’s efficiency in construction management, materials management, and quality assurance by implementing time and cost saving applications and processes, as well as, improving communication throughout the construction process.
Minimum Qualifications
Possession of a current Louisiana Engineer Intern Certificate.
NOTE:
Applications will be accepted from persons who possess a current Engineer Intern Certificate in states other than Louisiana. However, the applicant will be required to obtain a Louisiana Engineer Intern Certificate prior to appointment. The hiring agency will verify that all requirements are met.

Job Duties and Other Information
Job Duties:
The DOTD eConstruction unit is responsible for project management, implementation, operation, quality assurance, and support of multiple state-wide specialized Construction and Materials Management software applications, including AASHTOware Site Manager, LaPave Online, Headlight, and construction and materials reporting. These applications are critical for day-to-day operations among project engineer offices, district laboratories, and external users. This section focuses on maximizing DOTD’s efficiency in construction management, materials management, and quality assurance by implementing time and cost saving applications and processes, as well as, improving communication throughout the construction process.
Incumbent shall serve as assistant or point on technology evaluations and deployment including: scheduling demonstration/training meetings with applicable DOTD staff, communicating and coordinating with industry and project engineers for optimal project selection, perform routine checks for ongoing evaluations, stress testing of applications (verification of complex engineering concepts and calculations), and documenting user experience and results of evaluation for DOTD eConstruction engineer to make recommendation for the Department. The eConstruction section runs two to five evaluation projects, which may include up to ten construction site locations each, at any given time. May require occasional in-state travel.
Participates in and/or facilitates meetings with users/customers of state-wide Construction and Materials applications to gather information about workflow, interface design, custom features, and custom reports required for a new application module or application modification, primarily involving LaPave Online. Creates documentation and specifications for workflow and development, including flowcharts, storyboarding, and screen layouts. Assists with documentation from technical meetings and user tests and compiles weekly reports for the Automation Manager. Frequently reviews log of support tickets, application analytics, and error logs to identify needs for new automation modules or application updates.
Position-Specific Details:
Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); Job Appointment, or by detail to special duty.
Career Progression: This position is in a Career Progression Group (CPG) and is being posted at the following levels: Engineer Intern 1, Engineer Intern 2, Engineer 3, Engineer 4, and Engineer 5. The maximum annual salary for the Engineer 5 is $126,256.00. Please refer to the 'Job Specifications' tab located at the top of the LA Careers 'Current Job Opportunities' page of the Civil Service website for specific information on salary ranges, minimum qualifications and job concepts for each level.
Compensation:
Special Entrance Rate (SER)
Engineer Intern 1 - $2,115.20/biweekly
Engineer Intern 2 - $2,263.20/biweekly
Engineer 3 - $2,671.20/biweekly
Engineer 4 - $2,952.00/biweekly
Engineer 5 - $3,158.40/biweekly
