About This Position:
This position independently serves as statewide consultant to design and approve repairs for Districts, Design, Construction, consultants, and contractors on technical, complex, serious, difficult, unique structural problems (damages, deterioration, re-engineering for new uses) for any of the 8,000 DOTD bridges and 1,750 DOTD buildings throughout Louisiana. In this capacity, the incumbent must exchange information with researchers, academia, and vendors who are researching and developing new techniques and technology such as post tensioning of existing bridges, acoustic emissions for crack detection and definition, and fiber reinforcement strengthening of existing bridges. This position will then assess these new and improved techniques and technologies to evaluate their applicability to unique structural problems and to develop novel structural repair techniques using effective technologies and materials. This position must be available to consult on the evaluation of unique, serious structural problems discovered by DOTD Bridge Inspectors and consultant inspections of any of the 6,000 additional locally owned bridges, and this position has the authority to close the bridge, make recommendations on the repairs needed, and approve repairs completed by the owners.
The Structures and Facilities Maintenance Section is responsible for the structural safety and maintenance inspection of all 14,000 (8000 on-system and 6000 off-system) public bridges in Louisiana. This position supports this effort by providing expert analysis of findings, by conducting more in-depth inspections, by determining if the identified defects affect the structural capacity or longevity of the bridge and by designing appropriate remedies. This position supports the Architectural Section in the capacity of providing engineering services such evaluation of the structural integrity, designing of repairs, and inspection of repairs for the 1,750 DOTD owned buildings. Supporting these activities requires an extraordinarily wide range of technological knowledge and experience to conduct forensic examinations of damages, to evaluate causes, significance and reparability, to design cost effective and time efficient remedies and to consult on the execution of those remedies. Similar skills are needed to evaluate building condition and suitability for new uses, to design revisions to accommodate new uses and to oversee their construction

Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Job Duties and Other Information
Job Duties:
As the expert structural engineer, this position will handle the most complex structural issues whereas the less complex issues are handled by other professional engineers in Section 51, Bridge Design, or consultants. This position uses skills developed through extensive formal education and years of experience to solve unique structural problems (damages, deterioration, re-engineering for new uses) for any of the 8,000 DOTD bridges and 1,750 DOTD buildings throughout Louisiana. This position may be required to inspect bridge damage in emergency situations (may be called at home whenever an emergency situation occurs such as a barge hitting a bridge at 2 am). This is done by conducting forensic examinations using advanced structural engineering concepts and inspection techniques such as pinpoint visual inspections and sophisticated diagnostic equipment (ultrasound flaw detectors, photostress analysis, acoustic emissions, etc.) on damaged and deteriorated bridges and buildings. The analysis using sophisticated diagnostic equipment may be done by the incumbent to this position, other DOTD employees, or consultants. These results are used to determine the extent and causes of defects by analyzing the significance of the defects, designing the remedies, and inspecting and accepting the construction of the remedies by statewide forces or contractors in order to ensure that the repairs are being performed in the correct manner.
Works in conjunction with the statewide forces and contractors on the special projects developed in the above described task that are intended to repair damages to highly complex bridges and buildings. Priority projects that have short time lines and budgetary constraints include building rehabilitation when competing proposals to either rehabilitate or replace need to be decided by high level agency officials such as Chief, Maintenance Division (Engineer 9 DOTD), Bridge Maintenance Engineer (Engineer 8 DOTD), Assistant Secretary of Operations, and Chief Engineer. The decision to either rehabilitate or replace these structures or facilities will be made by designing the most efficient and effective design to repair and designing a total replacement of the structure or facility. This position estimates the cost of these solutions and recommends the most effective solution.
As the recognized authority in structural engineering, the incumbent advises the Maintenance Director and his Section Heads, the Operations Director, District Administrators, and District Construction and Maintenance Engineers on issues of bridge and facility structural engineering. The incumbent is further consulted by the Construction Division to address structural issues encountered during construction projects. This position acts as project coordinator to the Districts, Construction, Bridge Design, consultants and contractors on bridge structural issues involving damage, deterioration or unusual structural behaviors. This includes acting as project coordinator in order to review and approve bridge repair plans designed by engineering firms for the Department.
Evaluates cutting edge technologies (acoustic emission crack detection, external post tensioning of existing bridges, digital ultra sonics, structural node identification) to determine their viability for bridge flaw determination or bridge defect remedy. These technologies involve highly advanced engineering concepts, some of which are currently being developed. (The academicians often offer conflicting claims that this position must resolve. Examples include the contention that single point detectors can provide viable acoustic emission data versus other’s claim that this is wishful thinking. Nodal analysis researchers have come to near fisticuffs over competing methods for applying this developing technology of structural performance analysis.) New technologies are constantly being developed and this position, upon reaching conclusions about specific technologies, will be constantly faced with new technologies to learn, evaluate, and apply.
