    Position Summary

    This position is responsible for the management and oversite of the compliance team to ensure that all projects receiving economic and development incentives are in compliance with local, state, and federal requirements, as well as city project agreements and contracts. This position will need to have a working knowledge of various incentive programs, such as: payment in lieu of taxes, tax increment financing, DMD land banking and disposition and other tools designed to create housing and economic opportunities. Works in collaboration with other DMD employees, developers, and non-profit organizations to ensure compliance requirements are met. Performs on-site inspections and monitoring of program files. Compliance requirements are related to programs that assist low/moderate income households, promote economic development, develop affordable housing opportunities, and contribute to Indianapolis neighborhood revitalization and community development.

    Position Responsibilities

    Key Responsibilities

    + Manages staff including middle managers.

    + Develops written guidelines and procedures to ensure federal and local compliance.

    + Develops and maintains strong relationships with developers, non-profit organizations, community development corporations, federal agencies, and other city and county agencies.

    + Sets work priorities and manages compliance process and inspections for Incentives Compliance team.

    + Develops compliance reports, policies and procedures for TIF-funded projects, PILOTS, land banking, and other incentive programs.

    + Reviews all incentive agreements and documents compliance obligations.

    + Assures compliance with federal and City policies, laws, and regulations. Follows all safety procedures as described in the Employee Safety Handbook.

    Qualifications

    Minimum Job Requirements and Qualifications

     

    Bachelor’s Degree in Public Administration, Real Estate, Business Management or related field from an accredited college or university, with a minimum of two (2) years of direct work experience in community development and management is required. Master’s Degree preferred. An equivalent combination of education and experience may be substituted. Experience with community development, project management and staff management are a must. Strong grasp of and the ability to learn, interpret and implement federal regulations, state laws and local ordinances as well as articulate principles of municipal government, and comprehensive community development and to work collaboratively with neighborhood organizations, Community Development Corporations, and private developers is essential. Excellent speaking, writing, and listening skills are crucial. Knowledge of city government’s inner-workings and the region’s development and not-for-profit community, or the ability to acquire such knowledge quickly, is a must for this position. Must establish and maintain effective working relationships with a full range of elected and appointed officials, city colleagues, community leaders, private contractors, business owners, and not-for-profit boards and directors. Ability to manage several high-profile projects simultaneously is required. Must be able to attend meetings or perform work outside of the office. Computer literacy is required.
