The Work Unit:
Division of Disease Control and Public Health Response (DCPHR)
The Division of Disease Control and Public Health Response (DCPHR) exists to ensure that the Department has the ability to effectively monitor, detect, diagnose, prepare for, and nimbly respond to, all types of conditions and events that impact the public’s health. TheOffice of Emergency Preparedness and Response (OEPR) develops and implements an emergency response plan for CDPHE to fulfill the State’s Emergency Support Function #8: (Health, Medical and Mortuary). CDPHE is the responsible state agency for the protection of health and the medical response of victims when an emergency occurs in Colorado. OEPR works to ensure that CDPHE, local public health, and medical agencies have plans for responding to emergency events and administering medication in mass quantities to all citizens in Colorado.
In addition, OEPR assesses natural and man-made disaster events and trains health and medical professionals on the latest and improved response protocols, including the National Incident Management System; is the lead program for ensuring public health and medical programs are integrated with environmental health programs, law enforcement, the Division of Emergency Management and other state departments critical to the state’s response; delivers and coordinates emergency preparedness education and training to CDPHE employees, medical and public health partners; ensures effective and redundant communication connectivity among stakeholders involved in public health detection and response and effective distribution of critical and routine health information; assesses the state’s ability to respond to emergency events relating to the medical care of victims and assists in identifying best practices for mass casualty response; and, is responsible for the rapid receipt, storage and distribution of the Strategic National Stockpile (SNS) statewide in an emergency which includes the activation of the Department Emergency Operations Center (DOC), and the integration and coordination of various internal divisions and programs and external agencies at the state, local and federal level.
The Operations and Response Branch manages daily programmatic and grant operations as well as creates the standards and processes for managing ESF8 response operations and implementing existing resources during those responses.
What You Will Be Doing:
The purpose of the Regional Field Support Staff is to coordinate with, and provide emergency management technical assistance to local, State and Tribal government agencies with emphasis on public health emergency preparedness prior to, during, and following a major emergency or natural or human caused disasters or public health emergency. Focus is on strengthening local and regional capacity and capability through development and validation of local and regional plans, policies, training and exercises for local emergency preparedness and response coordinators. Additional focus on integrating State agency response with local and Tribal public health agencies. Fosters regional, interagency and inter-jurisdictional mutual aid cooperation. May directly integrate federal response agencies into local and State response and recovery activities.
Emergency Preparedness
+ Conduct in-depth on-site visits with assigned jurisdictions regarding public health emergency management, mitigation, plans development and maintenance, training, and exercise development.
+ Plan, implement, and facilitate regular regional forums for jurisdictions to discuss issues relevant to the assigned area, including strategic, long-term and contingency planning.
+ Provide technical assistance and capacity-building efforts related to all hazard events that could result in public and environmental health impacts, mass casualties, public health and medical, property and infrastructure damages, economic impacts, and/or disruptions of governmental services and operations.
+ Ensure all personnel with a public health and medical emergency response role receive training on its incident management system.
+ Ensure that procedures address coordination activities with all personnel with a public health and medical emergency response role including local, federal and lateral partners as well as neighboring jurisdictions.
+ Ensure the incident management system includes specific organizational roles and responsibilities for each incident management function in accordance with Incident Command System (ICS) principles.
+ Know and understand local jurisdiction structure, procedure and role in all-hazards emergency operations.
+ Develop and maintain strategic partnerships with local agencies, non-profit organizations, private sector, health care organizations, state agencies and associations to support public health mitigation, preparedness, response, recovery and resilience efforts.
+ Develop and maintain relationships with subject matter experts across all CDPHE divisions in order to provide efficient guidance in the assistance local emergency preparedness coordinators.
+ Utilize the Communications, Medical Care, Independence, Self Determination and Safety Support Services, and Transportation (C-MIST) framework to assure the unique needs of all communities are addressed before, during and after incidents.
+ Promoting an emergency management framework that is inclusive of all populations that provides an equal opportunity to attain or maintain the fullest potential of health in preparation for, response to, and recovery from emergencies and disasters.
+ Understand the role of other State Departments and integrate those into response.
+ Maintain subject matter expertise and staff expert status on matters related to the Incident Command System and Emergency Management Assistance Compact (EMAC).
+ Monitor status of mutual aid agreements between jurisdictions.
+ Assist local jurisdictions with development and updates of hazard analyses, including an assessment of vulnerable populations, and the adequacy of local resource capabilities.
+ Support local and regional efforts to assess and analyze public health related threats and risks.
+ Identify opportunities for integration of hazard analysis data from multiple functional areas such as public health, emergency medical and community planning.
Training and Exercise Assistance
+ Assist local jurisdictions in coordinating, preparing and conducting all-hazards, public health, and emergency management exercises with a specific emphasis on ESF 8 activities designed to validate the adequacy of plans.
+ Training of response/emergency personnel, identify additional areas of needed training, availability of resources through mutual aid, and the coordination required by responding/supporting organizations/agencies (NIMS and ICS).
+ Provide facilitation services, technical planning assistance and coordination of financial resources in support of the development of exercises that evaluate regional capacity for managing public and environmental health emergencies, large-scale emergencies and mass-casualty incident.
+ Ensure conformance with federal (NIMS) exercise evaluation and after-action standards. Field exercises may involve 10 or more local jurisdictions, 50 or more individual agencies and more than 300 individual participants.
+ Assist in the presentation of training courses for public health and medical personnel, emergency management personnel and first responders, and in education forums for local public health officials, elected or otherwise, to foster greater understanding of emergency preparedness and response.
+ Enhance the ability of the community to effectively accomplish mitigation, preparedness, response and recovery activities. Assistance may take the form of curriculum design and development, classroom instruction and evaluation of content for future revisions.
+ Obtain and maintain credentials to instruct courses across the spectrum of all-hazards emergency management, including public health emergency preparedness, ICS / NIMS, homeland security courses.
+ Evaluation of local jurisdiction training needs.
+ Evaluate and suggest improvements to curriculum and prioritize updates based on available resources to include funding and time commitments.
Grant Reporting Assistance
+ Provide technical assistance with grant administration to PHEP-recipient jurisdictions to ensure compliance with contract requirements, annual program papers, quarterly financial reports, and quarterly program progress reports.
+ Work with PHEP funded jurisdictions to develop and upgrade local public health emergency operations plans which mirror the National Response Plan and the CDPHE Emergency Response Plan.
+ Provide assistance for grant SOW deliverables and activities.
+ Provide input and assistance on emergency management program development, administration and implementation. to include emergency operating plans, staffing plans, training plans, exercise programs and leadership development.
+ Review of files for documentation and appropriateness of claims and activities funded by PHEP.
Maintain Situational Awareness
+ Maintain situational awareness of threats, incidents and events in the region. Be capable of responding on a 24/7 basis as the situation requires for multiple operational periods.
+ Maintain awareness of related regional emergency activities and programs that provide opportunities for assigned jurisdictions to improve coordination with other emergency management stakeholders (e.g., law enforcement, fire, medical, and hazardous materials teams).
+ Maintain sufficient level of knowledge regarding the practices and policies of non-traditional stakeholder disciplines (e.g., agriculture, public utilities, military) and the resources of non-governmental organizations (private and volunteer) to facilitate broader participation in planning for potential all hazard events and share knowledge as appropriate with local partners.
+ Coordinate with other State Departments and Federal agencies to understand their response activities and ensure it is integrated.
Activation Response
+ In the event of an activation, serve as a representative between the response management structure (I.e. public health emergency manager, incident commander or IMT) and the State in providing knowledge of local assets, medical assets, geographic information, information management systems, local, regional and state response plans and procedures, and state/federal resource.
+ When designated, serve as the ESF 8 representative to an IMT. Assist local public health agencies in largescale projects that must be addressed on a departmental basis.
+ Know and understand the structure, roles, and processes of federal, state, county, and local agencies involved in emergency response operations in Colorado.
+ Communicate one-on-one and in groups about emergency response operations, agreements, plans, needs, and actions.

Minimum Qualifications:
NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:
Six (6) years of relevant experience in emergency management, disaster management, e mergency preparedness and response in a public health a agency, or other closely related experience in an occupation related to the work assigned to this position.
OR
Education and Experience:
A combination of related education from an accredited institution in E mergency Medical Services/Management, Public Health, Communications, Business Management, or Public Administration, or a field of study closely related to the work assignment. AND/OR Relevant experience in emergency management, disaster management, e mergency preparedness and response in a public health a agency, or other closely related experience in an occupation related to the work assigned to this position equal to six (6) years.
