    Summary This is an Air Reserve Technician (ART) position. Responsibilities The primary purpose of this position is: As an Air Reserve Technician (ART) accomplishes a variety of work which determines the unit's readiness and capability to meet its wartime mission and provide training to assigned unit personnel in the accomplishment of contingency and humanitarian missions and worldwide deployment activities. DUTIES: Financial management responsibilities. Unit resource advisor (RA) and member of the Financial Working Group (FWG) for budget formulation. Reviews, assesses and validates compiled data for accuracy in developing, coordinating and presenting financial plans and budgets to include RPA, O&M, PBAS/TBAS accounts, prioritizing budget requirements, unfunded requirements, fiscal and manpower needs based on assessment of historical and projected requirements, source documents and mission taskings. Oversees monthly preparation of Status of Resource and Training Systems (SORTS) report. Reviews, analyzes and interprets compiled real time data for accuracy to assist with preparation of the Status of Resources and Training Systems (SORTS) report. Identifies shortage of personnel, training deficiencies, funding requirements and takes/recommends corrective actions. Evaluates and oversees the wartime AFSC enlisted specialty training requirements for assigned personnel. Coordinates with functional area managers and reserve Unit Training and Education Manager to ensure specialty training is in accordance with directives and is efficiently executed. Establishes and is responsible for the on-the-job training program of enlisted personnel. Manages the squadrons Information Management/Information Technology (IM/IT) resource. Maintains interface with multiple major software information management systems that aeromedical evacuation uses. Functions as the subject matter specialist for stage management, crew management and Aeromedical Evacuation Operations Team (AEOT). Oversees pre and post activities associated with mission launch and recovery of operational and training missions. Manages the squadron's personnel and information security programs/Restricted Area Badge (RAB) Program. Validate members have a current security clearance on file in Joint Personnel Adjudication System (JPAS). Directs periodic reinvestigations as required. Coordinates in processing/out processing members using the JPAS system upon departure or arrival of newly assigned personnel. Provides day-to-day operational support of the squadron. Works closely with the recruiters to fill projected vacancies with qualified personnel. Manages Squadron self-inspection programs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge and experience in applying medical administrative, personnel, training and performance/ process improvement concepts, principles, and theories; and qualitative analysis methods relating to the management of the medical unit and the medical force protection programs. NOTE: Must be reflected in your resume. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of medical operations and management principles, policies and procedures and a comprehensive knowledge of medical plans, programs and requirements Knowledge of Air Force Reserve medical service mission, organization, programs and functions to include carrying out medical training and administrative programs to ensure medical mission can be effectively accomplished. Knowledge of Air Force medical planning and programming concepts and a thorough knowledge of squadron's medical mission, equipment specifications (Allowance Standards) and operational parameters. Knowledge of a wide range of technical/professional medical administrative concepts, theories, procedures and techniques, as well as specialized knowledge of wartime medical operations and missions. Knowledge of medical administrative programs throughout the Air Force Reserve in order to conduct studies, analyze findings and make recommendations on substantive program changes within the squadron. Ability to plan and organize work and communicate both orally and in writing. Skill and ability to prepare project and staff reports and to deliver briefings to high level officials both civilian and military. Knowledge and skill in the use of office systems and related computer programs to include spreadsheets, database management, word processing, web based filing system and presentations. Knowledge of information management/information technology systems and procedures. Knowledge of enlisted aeromedical Air Force Specialty Code (AFSC) training and skill level requirements to include Air Force Instructions for OJT and Air Force Reserve Medical Services sustainment training program, annual training program and UTA scheduling program. Knowledge of instructions governing MPA/RPA, CMAS, telecommuting, annual tours, inactive and active duty and formal school program. Knowledge of instructions/directives governing Government Travel and Government Purchase card programs. Knowledge of SORTS reporting and aeromedical evacuation readiness policy and requirements. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent may be required to fly in military and /or commercial aircraft to perform temporary duty assignments (TDY). May be required to work overtime and extended tours of duty to meet special workload demands. Use of personal protective equipment is used as needed or required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements.
