    Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: 103d Comptroller Flight (CPTF), East Granby, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the CTANG. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTANG. Area 3: Individuals eligible for membership in the CTANG. Membership must be satisfied within four (4) months of selection. Responsibilities A Recruitment Incentive of up to $10,000.00 may be paid to the selected applicant of this position (pending funds availability), who is newly appointed to the federal government in this position (or if appointment to this position follows a temporary appointment, or a break in federal service of at least 90 days); acceptance of this incentive confers a two-year service agreement in this position. JOB SUMMARY: The purpose of the position is to function as the Financial Management (FM) focal point for the Financial Improvement and Audit Readiness (FIAR) initiative, as well as, advise the Comptroller and Wing Commander in all matters relating to FM FIAR within the FM community. The incumbent will provide direction and leadership, under the Comptroller's authority, towards the planning, implementing and achievement of the FM FIAR initiative within the Wing. This work requires knowledge and skill in the application of related laws, regulations, precedents, methods, and techniques of budgeting. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. Applicants who are not currently a member of the Connecticut Air National Guard must be eligible for immediate membership and employment in the Connecticut Air National Guard. The major duties include, but are not limited to: Provides administrative oversight of the Quality Assurance (QA) Program. Independently conducts various reviews to assess organizational performance. Focal point for fraud prevention. Facilitates monthly QA meetings and prepares minutes. Provides technical assistance and advice to the Financial Manager (FM) and staff. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, technical, investigative, financial or other responsible work requiring analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess the required length of specialized experience in the following: GS-09 REQUIRES 24 MONTHS: Experience, education, or training which involved commonly used financial control system regulations, policies, and procedures. Experience in managing, analyzing, organizing, and preparing reports. GS-11 REQUIRES 36 MONTHS: Experience, education, or training which includes a comprehensive knowledge of planning, programming, budgeting, and executing regulations, guidelines, and processes. Experience in applying analytical reasoning in the identification, analysis, and evaluation of budgetary problems and developing alternative solutions. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge in organizational components below which there are no subordinate functional offices. Knowledge of analytical and evaluative methods and techniques in order to research, develop, modify and maintain qualitative standards, develop statistical measures; and to identify, establish, and monitor trends is required. Ability to analyze and evaluate continual changes in program plans and funding and their effects on financial and budget program milestones; and analysis of financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under these types of conditions and time pressures. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Officer: O1 through O3; Enlisted: E-1 through E-6 UNIT OF ASSIGNMENT: 103d Air Wing or any subordinate unit MANPOWER NUMBER: 0872-633 POSITION SEQUENCE NUMBER: 1026512 SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O.14043, that requirement does not currently apply. MILITARY INCENTIVES - BONUSES AND STUDENT LOAN REPAYMENT PROGRAM: If you are selected for this position, you may lose your eligibility for your National Guard Enlistment/Reenlistment Bonus and Student Loan Repayment Program (incentives). In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
