    Job Description

    The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. NYCHA has 177,569 apartments in 2,411 buildings across 335 conventional public housing and PACT developments. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Organizational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas including: Lead, Mold, Heat, Elevators, Pest, Waste Management, and Inspections.

     

    Your Team

     

    The Resident Services, Partnerships & Initiatives (RSPI) division has an overall team of over 250 staff persons and a senior team that includes departments focused on resident elections & voting, resident engagement & outreach services, social services, community partnerships, resident economic empowerment & sustainability, and resident health initiatives. The teams are located both in central offices as well as at the properties across the City. These teams also manage strategic partnerships with varying stakeholders across NYC, including community-based organizations, city, state and federal agencies.

     

    Your Impact

     

    Reporting to NYCHA's Chief Operating Officer (COO), with extremely wide latitude for independent initiative, judgment and decision making, the Senior Vice President for Resident Services, Partnerships & Initiatives (RSPI) will execute a new vision and operating model for NYCHA’s engagement with all residents. The core mission of RSPI is to connect residents to economic opportunity; to engage with residents and other partners on issues regarding NYCHA operations and community programs; and to foster connected and vibrant public housing communities through active Resident Association Boards.

     

    Your Role

    The Senior Vice President for RSPI will:

    - Manage and direct the work of a team of over 250 staff, including Vice Presidents and Senior Directors with large teams.

     

    - Oversee the transformation and institutionalization of an updated resident engagement approach.

     

    - Build a direct relationship with Operations, Communications, Law, Asset and Capital Management, Real Estate Development, Intergovernmental, and other internal departments to increase transparency and information flow between residents and NYCHA.

     

    - Model and support a culture of accountability and leadership amongst staff.

     

    - Develop and leverage strategic partnerships with varying stakeholders across NYC, including community-based organizations, city, state and federal agencies, and other entities that enhance the social and economic outcomes for NYCHA residents.

     

    - Manage key relationships with NYCHA stakeholders including residents, resident leaders, elected officials, city agencies, and community leaders.

     

    - Collaborate with workforce development organizations and other service providers to develop new models of fostering economic opportunity for NYCHA residents.

     

    - Drive NYCHA’s commitment to connect residents to quality community programs and social services through a data- and outcomes- measurement approach.

     

    - Identify and leverage innovative funding and partnership opportunities that yield positive outcomes for public housing families. This includes active and formal partnership with the Public Housing Community Fund.

     

    - Serve as a senior executive within NYCHA, interfacing regularly with other members of organizational leadership and driving cross-team decision-making.

    - Ambassadorial: Proven connector, collaborator and bridge-builder, with demonstrated ability to work with individuals and organizations of diverse backgrounds and perspectives.

     

    - Practitioner’s Experience: Demonstrated expertise in community relations, resident services, community organizing, program development and management.

     

    - Systems-oriented: Administers financial management, strategic planning, performance-based management, organizational management and program assessment systems.

     

    - High Emotional Intelligence: Conflict management, empathy, adaptability, emotional control, patience, resilience, positive outlook and strong social skills.

     

    - A thorough understanding of HUD federal regulation 24 CFR 964.

    Qualifications

    1. A baccalaureate degree from an accredited college or university, and five (5) years of full-time paid experience in an administrative, executive or consultative capacity in a large public housing agency; or

    2. A satisfactory equivalent.
