    Position Description:

    Manage immigration and visa processes on behalf of Texas Tech Health El Paso (TTHEP). Provide specialized consultation and assure full compliance with federal state and local laws, along with established TTHEP operating policies and procedures. Liaise with government agencies (USCIS, DOS, DOL, CBP, DHS, etc.) and serve as subject matter expert to internal and external stakeholders. Develop materials and conduct training to communicate policy/process changes, and enhance institutional knowledge related to immigration and visa matters.

    Major/Essential Functions:

    + Manage full immigration caseload for TTHEP from intake through processing.

    + Conduct independent and complex review of prospective foreign national (FN) candidate and provide guidance on all possible petition pathway/case filing options.

    + Advise existing employees and students on visa application processes (new, renewals, extensions), along with required regulations, steps and documentation for maintaining immigration status. Provide guidance on U.S. Department of Homeland Security and U.S. Department of State immigration regulations and TTHEP policies and procedures.

    + On behalf of TTHEP, review, organize, prepare and submit all petition packets for filing (including supporting documentation indexes). Petition packets to include but not limited to H-1B, F-1, E-3, O-1, I-140, TN, etc.; ensure appropriate and timely distribution and tracking with required government agencies.

    + Prepare and file temporary, nonimmigrant and permanent, immigrant visa petitions and applications for sponsored employees utilizing template-based processes.

    + Serve as Department of State, Alternative Responsible Officer (ARO) for the J-1 Exchange Visitor Program.

    + Serve as Designated School Official (DSO) for a Student and Exchange Visitor Program (SEVP) for the F-1 Student Visa Program.

    + Serve as the TTHEP Training Program Liaison (TPL) for the J-1 ECFMG Program. Responsible for annual new hire J-1 resident onboarding in conjunction with GME and Talent Acquisition.

    + Serve as an institutional representative on behalf of Immigration Services as directed.

    + Prepare and disseminate timely communications to all stakeholders regarding status of immigration matters (e.g., petitions, notices, deadlines, delays, etc.).

    + Manage all immigration-related databases with accuracy and in accordance with required deadlines.

    + Serve as primary point of contact and liaise for immigration site visits/audits. Produce and submit all system wide, federal, state and local data reporting.

    + Serve as TTHEP I-9 FN administrator. Coordinate, prepare, schedule, and conduct all I-9 and E-Verify cases.

    + Troubleshoot, analyze, and establish case strategy while communicating regularly with FN candidates regarding their visa status (including but not limited to consular processing matters).

    + Analyze USCIS, DOS, and DOL, trends, issues and developments regarding immigration.

    + Incorporate findings into practice/service. Create, distribute and training key stakeholders to federal changes/requirements.

    + Develop resources (i.e., handouts, FAQs, PowerPoint presentations, etc.) and procedural materials for faculty, staff and students. Provide related training.

    + Maintain and exercise advanced knowledge of federal regulations, processes, and procedures in order to advise international faculty, staff and students. Remain current with all licensure, certifications and mandatory compliances and trainings required of this position.

    + Adhere to all policies, procedures and practices (Regents Rules, TTUS, HSECEP OPs, etc.).

    + Personally demonstrate, display and act in accordance with TTUHSCEP’s Values (Service, Respect, Accountability, Integrity, Advancement, and Teamwork).

    + Serve as a Value's leader while actively promoting and encouraging staff across the institution.

    + Perform all other duties as assigned.

    Preferred Qualifications:

    + JD or Master’s degree desired.

    + Previous experience as a paralegal, intern or extern.

    + Previous experience processing FN I-9 processing desired.

    + Previous experience supporting an F-1 program desired.

    + Previous experience serving as a DSO and ARO desired.

    + Ability to effectively manage a high case volume while prioritizing and meeting deadlines with minimal supervision.

    + Previous experience in an academic medicine/health sciences center or higher education setting.

    Required Qualifications:

    + A bachelor’s degree related field. JD or Master’s degree preferred.

    + Ability to resolve complex and technical matters of sensitivity in accordance with federal law, TTUS Regulations and Texas Tech Health El Paso policies and procedures.

    + This position will be a Designated School Official (DSO) with the Department of Homeland Security and an Alternate Responsible Officer (ARO) with the Department of State. The U.S. government requires DSOs and AROs to have U.S. Citizenship or U.S. lawful Permanent Residence.
