    OLH Technical Services** , LLC, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking an **Field Investigator

     

    **POSITION OVERVIEW:** This position will provide adjudication contractor support services in the Office of Background Investigations and Credentialing (OBIC) for the United States Capital Police.

    POSITION RESPONSIBILITIES:

    + The Field Investigator will be assigned background investigation cases by the OBIC Commander or designee.

    + Require a high degree of skill for varied personnel security investigations and work to ensure suitability for employment. The Field Investigator shall gather background data, interview the subject, interpret, analyze, and evaluate results from polygraph, psychological and medical examinations. The contractor shall determine the information or evidence required to reach a judgement, as well as the best approach to obtain that information for each assigned case.

    + Required to interview applicants and/or officials or individuals, such as spouses, employers, relatives, friends, acquaintances and law enforcement agency officials. Prepare a report of findings for investigative cases and suitability that include formal analysis and information for resolving investigative cases.

    + The USCP will send notification to initiate a field investigation to the contractor and provide the contractor with the subject’s personal history statement (PHS), subject interview report, and Authorization for Release of Information form. The start date will be the date that the case is provided to the contractor. The USCP will provide the contractor with a due date for each assigned field investigation. If the contractor does not receive all required documentation, the contractor must notify the USCP within 24 hours of receiving the case. The start date will remain unchanged.

    + Submit the field investigation report in the format provided by the USCP.

    + v. Field Investigation tour of duty and local and out of state travel.

    + Field investigations may be required outside of Maryland, the District of Columbia, Virginia, West Virginia, Delaware or Pennsylvania as assigned by the OBIC Commander or designee

    + Based upon the needs of the USCP and scope of the field investigation, duty hours may change.

    POSITION REQUIREMENTS:

    + Minimum education: High School Diploma or GED

    + Must be trained by an approved or recognized training program (e.g. Federal Background Investigator Training Program (FBITP), local law enforcement training or Reid School) and have no less than two years of experience as a Background Investigator, Criminal Investigator, Security Specialist or Adjudicator with a federal agency, police department, recognized private contractor or military related training specializing in background investigations.

    + Must have a minimum general experience of 5 years of adjudicative and investigative support.

    + Must be knowledgeable about all applicable fraud statutes, local, state and federal, to ensure duties and assignments are carried out within the requirements of applicable law and client expectations.

    + Must have a favorably adjudicated full-scope background investigation to include a Federal Bureau of Investigation fingerprint check. The USCP may request confirmation of these credentials at any time.

    + Must maintain the highest degree of integrity and confidentiality when handling information related to the contract.

    + Must provide customer service and serve as liaisons with insurance companies claim services, claimants, policyholders, agents, counterparts in other departments, external legal professionals, external medical professionals, financial institutions, government/regulatory agencies, potential customers, vendors and suppliers as necessary to perform assigned tasks under the contract.

    + Must have the ability to conduct investigatory interviews.

    + Must have the ability to conduct investigations requiring a high degree of skill for varied personnel security investigations and work to ensure suitability for employment based upon established suitability guidelines.

    + Must be able to determine the information or evidence required to reach a judgement and best approach to obtain that information.

    + Must be able to gather background data, including the initiation of credit and criminal checks, and draft a report of findings for investigative cases.

    + Must be able to prepare a wide variety of complex documents, memorandums and/or reports that summarize the evidence which includes formal analyses, investigative results, and recommendations for disposition of each case.
