    Program Manager – ICAM and Network Engineering

    Position Summary:

    We are seeking a highly skilled and experienced Program Manager with a strong background in Identity, Credential, and Access Management (ICAM) and network engineering to lead and manage a complex, mission-critical web-based systems development projects. The ideal candidate should have a minimum of five (5) years of experience as a lead network engineer in a federal agency ICAM environment and demonstrate domain knowledge of federal ICAM standards and implementation guidance.

    Key Responsibilities:

    + Lead and manage large-scale ICAM-related programs and projects from initiation through delivery.

    + Oversee the design, development, and deployment of secure, scalable, and compliant ICAM solutions.

    + Coordinate cross-functional teams including engineers, developers, and cybersecurity professionals.

    + Ensure alignment with the Federal ICAM Roadmap and Implementation Guidance.

    + Evaluate and recommend commercial and open-source ICAM products based on organizational needs.

    + Provide technical leadership and strategic direction for ICAM initiatives.

    + Develop and maintain project documentation, schedules, and status reports.

    + Serve as the primary point of contact for stakeholders, ensuring clear communication and timely delivery of project milestones.

    Required Qualifications:

    + Minimum 5 years of experience as a lead network engineer in ICAM-related environments.

    + Minimum 5 years of experience managing large, complex, mission-critical web-based systems development projects and programs.

    + Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or a related field. Master’s degree preferred.

    + PMP Certification or equivalent

    + In-depth knowledge of federal ICAM standards, including NIST guidelines and the Federal ICAM Roadmap and Implementation Guidance.

    + Strong understanding of ICAM architectures, protocols (e.g., SAML, OAuth, OpenID Connect), and identity federation.

    + Familiarity with the capabilities, strengths, and limitations of current commercial and open-source ICAM products (e.g., SailPoint, CyberArk, Okta, Ping Identity, Keycloak).

    + Proven experience in stakeholder engagement, risk management, and project lifecycle methodologies (Agile, Waterfall, or hybrid).

    + Excellent communication, leadership, and organizational skills.

    Preferred Qualifications:

    + Relevant certifications such as CISSP, Certified Identity and Access Manager (CIAM), or equivalent.

    + Experience working in federal government or highly regulated environments.

    + Familiarity with Zero Trust Architecture and modern cybersecurity frameworks.

    Benefits:

    + Pay Range $180,000 - $190,000

    + The Electrosoft Services, Inc. pay range for this job position represents the typical salary range for this position based on experience and other factors.
