The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to a designated Region within the Operations Division of the Air Force Junior Reserve Officer Training Corps (AFJROTC). Responsibilities Plans, organizes, and directs Region operations ensuring activities comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization, Operations Division and Region objectives. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents Headquarters AFJROTC with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with Headquarters AFJROTC Division Chiefs, Director, Holm Center Commander, Chief Executive Officers, Superintendents, Principals, Federal and local elected and appointed public officials, parents, the media, and the public. Annually assesses and ensures host school and unit compliance with all Public Law, DOD and Air Force guidelines for unit performance. Evaluates the effectiveness of units via analysis of interrelated issues including fiscal and logistics accountability, evaluation of safety and physical security issues and weighing of mitigating circumstances. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes (1) working with Public Law, Department of Defense and Department of the Air Force regulations, guidance, instructions, and procedures governing the AFJROTC program; (2) the ability to plan, organize, and direct the functions and staff of a small to medium sized organization; (3) the ability to objectively evaluate differences of interpretation/opinion and mediate situations involving students, parents, teachers, school officials, the press, state representatives, and Member of the U.S. Congress; (4) the ability to independently develop plans and organize work tasks for several different programs and to exercise sound judgment and operate within established laws and departmental guidance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Public Law, Department of Defense and Department of the Air Force regulations, guidance, instructions, and procedures governing the AFJROTC program. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to independently develop plans and organize work tasks for several different programs and to exercise sound judgment and operate within established laws and departmental guidance and skill in performing all aspects of the Unit Evaluation (UE) processes and compliance inspections as outlined in legislative, DoD, HQ USAF, SECAF, HQ AETC, and Holm Center directives and guidelines. Ability to objectively evaluate differences of interpretation/opinion and mediate situations involving students, parents, teachers, school officials, the press, state representatives, and Member of the U.S. Congress. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
