Job Summary
Make a meaningful impact on Baytown’s neighborhoods as the Assistant?Director of Health – Environmental Health/Neighborhood Protection. In this pivotal role, you’ll oversee environmental health programs—from food and pool inspections to mosquito control—supervising staff, managing budgets and contracts, and responding to pollution or nuisance complaints. With your expertise in public health regulations and strong leadership skills, you’ll shape healthier neighborhoods and support emergency operations as a key member of our Health Department.
The Assistant Director of Health educates the public and operators of consumer service establishments to prevent disease and improve sanitary conditions of the community, as well as private and City owned properties. Performs on-site inspections of consumer service establishments, private properties, and investigates complaints as necessary to ensure compliance with health and sanitation regulations. Coordinates food safety program and code enforcement operations, and other Health Department program activities as directed. Directly supervises the Environmental Health, Neighborhood Protection, and Mosquito Control Divisions of the Health Department. Supervises all of the Department’s divisions in the Director’s absence and serves as the Department’s secondary emergency operations center representative.
Duties
+ Supervises the Environmental Health and Neighborhood Protection Divisions of the Health Department; establishes program policies, public education programs, and specifications for annual contracts/grants. Develops, implements, and monitors division budgets and contracts.
+ Supervises and coordinates program activities, processes, complaint investigations, and other duties of the division’s staff. Performs personnel related duties including hiring, training, coaching, performance evaluations, and discipline. May conduct food establishment, swimming pool, private property or other required inspections. Recommends the issuance, suspension or revocation of permits to operate. Issues Municipal Court citations. Assist the other Departmental divisions as directed.
+ Responds to reports of pollution, sewage leaks, vector control complaints, odors, etc.
+ Develops and conducts educational presentations to the public, school classes and industry regarding health, sanitation, disease prevention and safety as needed.
+ Performs personnel related duties including hiring, training, coaching, performance evaluations, and discipline.
+ Oversee department web page with ‘real-time’ mosquito control spray schedule, mosquito borne disease surveillance, food establishment inspection scores, food safety information, food and swimming pool ordinances, and other health related topics to include environmental health web links.
+ Performs all other duties as assigned.
Minimum Qualifications
Required:
+ Bachelor of Science in Biology, Chemistry, Epidemiology, Environmental Health, Management or related field from an accredited college or university.
+ Seven years of experience in Environmental Health or related field with three of those years in progressive management and supervisory responsibilities.
+ Experience with drafting, reviewing and interpreting environmental health ordinances, statutes, rules and regulations.
+ Computer skills: Microsoft applications and specialized software experience.
+ Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
OR
+ An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.
Preferred:
+ Registration with the State of Texas as a Sanitarian.
+ Certified Code Enforcement Officer with the State of Texas.
+ Pesticide applicator license with the State of Texas.
Knowledge, Skills and Abilities
Working knowledge of food safety, code enforcement and mosquito control operations, environmental science, entomology, microbiology, epidemiology, marine biology, limnology, parasitology, biology, chemistry, food science, sanitation, pool maintenance and chemistry. Laboratory technique knowledge for sampling and testing. Pesticide application, use and safety laws. Management and conflict resolution skills. Ability to learn new skills and master new assignments. Computer, oral, and verbal communication skills. Leadership and organizational skills. Ability to get along appropriately with co-workers and the public. Ability to draft, review and interpret environmental health ordinances, statutes, rules and regulations. Computer skills in Microsoft applications and specialized software experience.
Attendance is an essential function of this position. The City reserves the right to require an employee to work overtime. As a City employee you are required to provide services or perform duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation you may be required to remain to perform needed services.
