As Section Head and Appointing Authority, this position is responsible for leading and directing all units of the Department of Transportation and Development (DOTD) Enterprise Support Services Section -Section 26. The incumbent has broad authority in establishing and interpreting statewide policies related to the operation of the Statewide Topographic Mapping Program, DOTD's Decision Support and Information Technology functions, and DOTD's Business Services functions.

Minimum Qualifications
Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Statewide Topographic Mapping Program
Serves as the primary liaison between DOTD, private partners, and other local, state, and federal agencies involved in the Statewide Topographic Mapping Program. They provide administrative direction to a team of Geographic Information Systems (GIS) Specialists responsible for processing and provisioning geospatial data and developing GIS products associated with the Program. This position oversees the development of plans, policies, and procedures, including standard operating procedures and updates to the Louisiana Administrative Code. The incumbent drafts and finalizes Memorandums of Understanding regarding geospatial data exchange, establishes technical specifications, and manages project funding. The position involves forming and participating in the Statewide Topographic Mapping Program Advisory Committee, coordinating audit compliance, preparing budget projections, submitting grant proposals, managing contracts, and approving contract invoices to support Program operations.
+ Decision Support and Information Technology Team
This position acts as DOTD's primary liaison with the Division of Administration's Office of Technology Services (OTS). The incumbent provides administrative direction and leadership to a team of Information Technology Customer Advisors and Advocates, as well as functional direction to OTS personnel and contracted resources assigned to DOTD. The role includes overseeing the continued implementation and post-implementation improvements of LaGov, the statewide ERP system, managing critical enhancements required by DOTD business processes, and ensuring DOTD employees are trained on the system's operation. The incumbent or their delegates represent DOTD on Information Technology boards, working groups, and at conferences.
+ Business Services Team
Provides administrative direction and leadership to the Business Services Team, responsible for managing DOTD's Reproduction Center, overseeing the sale and distribution of maps, design plans, publications, and specifications, liaising with the Office of the Louisiana State Library for the Semi-Annual Report of Publications, serving as the designated Records Manager liaison with the Louisiana Secretary of State Records Management Office, and managing DOTD's Records Management Unit. This includes directing the comprehensive Records Management Program, designing, implementing, and maintaining electronic records management systems, analyzing programs, planning for disaster recovery, ensuring the security of confidential information, and directing contracted resources in imaging document and supporting the operations of Electronic Content and Records Management Systems.
