About this Job
This is a fulltime position located at theCapitol Annex Building in Baton Rouge, LA.
This position serves as the Employee Administrator to the Office of the Lieutenant Governor (OLG-0146), Office of Secretary/Office of Management and Finance (OMF-0261), Office of State Parks (OSP-0264), and Office of Tourism (OT-0267), specializing in the needs of a staff led by an elected official (OLG), a diverse group of technical and administrative sections (OMF), a wide spread organization serving the public (OSP), and a personnel area serving the public in several capacities (OT). The incumbent will review, analyze, and make recommendations to the HR Director and management staff relative to multiple areas, not limited to, employee relations/administration, compensation, recruitment and selection, and job evaluation, and design programs for the Human Resources (HR) Division of the Department of Culture, Recreation, and Tourism (DCRT).

Minimum Qualifications
Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Electronically enters and maintains all LAGov HCM personnel actions for Office of the Lieutenant Governor (OLG-0146), Office of Management and Finance (OMF-0261), Office of State Parks (OSP-0264), and Office of Tourism (OT-0267), including but not limited to, hires, rehires, promotions, market adjustments, reallocations, transfers, optional pay adjustments, and separations. Ensures pay rates and changes are made in accordance with Civil Service Rules, Executive Orders, DCRT policies, and applicable Federal and State laws. Confers with HR Management on problems regarding salary, leave, and other actions for employees.
+ Examines Employee Administration, Payroll, and Administrative procedures, working to omit redundancies and maximize efficiency.
+ Provides advice and assistance to employees and management staff regarding Civil Service Rules, department policies and procedures, and Federal and State laws which impact personnel/payroll matters.
+ Verifies employment and provides information to other state agencies regarding employment-related matters. Computes adjusted service dates for layoff and leave accrual purposes.
+ Reviews and process Personnel Authorization Forms (OMF Form 301) relative to corrections of payroll/eligibility dates, hours worked, salary adjustments, etc.
+ Generates statistical and informational reports on agency personnel actions in order to keep agency heads and section leaders informed on personnel changes throughout assigned personnel areas.
+ Audits actions of HR Analysts and Specialists to ensure appropriate entries and identify critical errors.
+ Creates classified job postings to announce vacancies in accordance with Requests to Fill from all assigned agencies and submits drafts to Civil Service for activation. Develops supplemental questions to be used on the online application to assess the important tasks and competencies identified by hiring managers. Received Eligible Lists after candidate determinations are made, refers desired candidates, and processes candidate applications in OnBase for hiring managers. Reviews interview schedule and advises hiring manager of any issues related to the applicants’ qualifications and/or required documentation therefrom. Ensures completion of recruiting process in the NeoGov system to include authorizing the hire action; scanning and attaching appropriate documents; and closing out/archiving exam plans within the required 30 days.
+ Maintains personnel files to include active and inactive employee records, confidential files such as medical files, FMLA files, and discipline files. Maintains records to meet audit standards with Federal, State, internal, and Civil Service guidelines. Ensures security and confidentiality of all personnel records. Assists in the maintenance or records such as purging and archiving.
+ Serves as coordinator to special projects or departmental initiatives.

Appointment Type:Probational; current classified permanent State employees may be required to accept a probational appointment if offered the position.
