Position Summary
We are looking for someone who can provide oversight of all Community Health Center (CHC) clinical programs. As well as perform professional work as a physician three of five days (60%) per week providing direct in-person patient care services.
We are looking to hire a part-time to full-time position. Please indicate in your application which you prefer.
The salary range for this position is negotiable based on experience and skill.
A stipend of 10% is provided for Medical Director functions

MINIMUM QUALIFICATIONS
Minimum Education Level
Specifics:
+ For a physician: graduation from an accredited medical school and completion of 1-year internship.
Minimum Experience Level
Specifics:
+ For a physician: five years of increasingly responsible medical experience in a primary care, family practice or internal medicine clinic, graduation from an accredited medical school and completion of 1-year internship.
Driver’s License
+ This position also requires an insurable driving record and a valid Oregon driver’s license within 30 days of hire.
Other Licenses
Specifics:
+ For a physician: possession of, or ability to obtain, licensure to practice medicine in the State of Oregon. Must meet all credentialing requirements.
Desirable Qualifications
+ For a physician: Behavioral health experience is preferred.
Essential Functions/Major Responsibilities
Professional Practice:
+ Provide or arranges for comprehensive primary care services in an ambulatory clinic setting, including laboratory and diagnostic workup, and specialty referrals.
+ Work interdependently with other health care providers and health care staff in a team environment.
+ Perform minor outpatient procedures in accordance with LCHC credentialing/privileging policy.
+ Provide consultation to other clinic providers either in person or by telephone.
+ Consult with and coordinate patient care with other LCHC providers, community primary care physicians, specialists, pharmacists, nurses, and other health care professionals as appropriate.
+ Assess patient needs for specialty referrals, diagnostic and in-patient care and make appropriate referrals for service.
+ Work independently using his or her best professional judgment while practicing medicine within his or her scope of practice.
+ Participate in shared call system with other providers to provide continuous coverage for FQHC patients on a 24-hour basis. Call includes phone availability after hours and may require arranging for and coordinating care with emergency room providers and admitting patients to the hospital after hours including weekends and holidays.
+ Provide patients and family members with counseling and education regarding health maintenance, disease prevention, diagnosis, treatment, and need for follow up as appropriate during each patient visit. Verify and document that the patient understands diagnosis, treatment and follow up recommendations.
+ Render care to LCHC patients in accordance with quality and standards as established by LCHC, the standards of care prevailing in the community, applicable law, and according to state and federal grant requirements for non-discrimination regardless of status, race, sex, religion, national origin, handicap, age, or ability to pay.
+ Respond to patients/families in a collaborative manner that conveys compassion, respect, and a desire and willingness to assist in the achievement of patient’s goals for improved health.
Administrative:
+ Supervise all clinical programs under the scope of the health center:
+ Exercise functional and technical supervision over assigned professional staff.
+ Facilitate integrative services between primary care and behavioral health.
+ Collaborate with the CHC Managers in the distribution and utilization of personnel in the health care team to maximize skills and knowledge of all staff.
+ Consult on and assist in the development of in-service training and orientation activities in treatment and care of the patient population:
+ Lead and participate in peer review.
+ Direct the Quality Assurance/Improvement Program; develop clinic policies and procedures.
+ Review, formulate, and implement clinical protocols and priorities:
+ Ensure clinical staff remains up to date on current clinical protocols and evidenced-based practice.
+ Maintain strict adherence to state and federal practice guidelines.
+ Responsible for clinic on-call schedules and rotation into schedule.
Participate in a community health assessment:
+ Advise the CHC Division Director on the development, monitoring and implementation of Health Center services, based on the outcomes of the community health needs assessment.
Represent the organization with other medical professionals, Primary Care Associations, and other professional groups to assure positive relationships.

Typical Qualifications
Lincoln County offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental, vision which is paid at 90% by the County and 10% by the employee. The County's current contribution rate is 11%.
Regular and Trial Service employees working between 20 and 39 hours per week on a regular basis are eligible for pro-rated employee benefits.
