Description
The City of Norfolk’s Office of Resilience implements strategies and projects that address the shocks and stressors threatening Norfolk's livelihood and economy in the face of rising seas, increased climate changes, and other social, economic, and environmental vulnerabilities. Norfolk must adapt to the changes necessary to ensure its resilience.
The City of Norfolk is seeking a Projects Liaison (Senior Project Manager) to join an exciting opportunity with the City Manager’s Office of Resilience for the City of Norfolk.
The Office of Resilience oversees a variety of coastal design and infrastructure projects. As Norfolk's livelihood and economy face the challenges of rising sea levels and increased storm intensity, Norfolk must adapt to the changes necessary to ensure the City’s resilience. The selected candidate will be responsible for the implementation of coastal resiliency projects and initiatives to design a coastal community with infrastructure solutions that respond to both current and future risk, in compliance with applicable federal and state regulations. The Senior Projects Manager will oversee the programmatic, policy and reporting needs of various resilience infrastructure projects.
The Senior Project Manager is involved in nearly every aspect of resilience projects, such as interpreting contract terms, executing grant agreements, drafting Standard Operating Procedures, formulating project delivery roadmaps, coordinating deadlines, implementing review plans, drafting requests for scopes of work, research proposals and more. The Senior Projects Manager will act as an executive liaison for deliverables to City leadership, coordinating directly with the Director’s office for Resilience, project managers, contractors, project stakeholders, partners, residents, other City departments, and various state and federal agencies. The Senior Project Manager will ensure compliance with state and federal regulations, the terms and conditions of applicable contracts, documenting and agreeing on any approved changes, or amendments that may arise during project implementation; and reviewing, approving and providing guidance on personnel, partnerships, programs and audits.
This position will also track due-outs from senior meetings, assigning tasks to various staff and consultants with deadlines and support materials to ensure assignments are understood and project managers have information necessary to meet outcomes. The position will report directly to the Engineering Manager for the Office of Resilience. This position will include supervisory responsibilities over seasonal staff (interns and fellows), as well as supervising various consulting teams, including embedded staff from architectural, engineering consultants and construction management services staff that work directly with the department.
Department Hiring Salary Range: $73,368 - $84,373
Essential Functions
Essential functions include but are not limited to:
+ Reviews agreements and other contractual documents to assess compliance with relevant policy guidance and identifies opportunities for improvement in future updates.
+ Analyzes example documentation from projects outside of Norfolk to ensure consistency and identifies best practices for incorporation in Norfolk-specific agreements and policies.
+ Coordinates with City, State, and Federal staff to ensure project elements are complying with requirements at each level; develops recommendations for reconciliation where required, using detailed examples from research.
+ Develops and maintains a detailed task tracking system to ensure all elements of department projects remain on track.
+ Attends meetings on various topics, including project management, engineering/design, communications, and senior leadership to maintain detailed notes on project progress.
+ Coordinates with City staff, consultants, Federal and State agency staff, and community partners to track progress of due outs and reiterate key deadlines.
+ Provides information, education, and technical assistance to the public; meets with local businesses or citizen or business groups affected by the Norfolk CSRM Project and communicates project updates about each of the project phases.
+ Responds to citizen questions, concerns, or complaints pertaining to the Norfolk CSRM Project. Provides information, research problems, and initiates resolutions.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Over five years of project management and strategic planning experience.
Valid Driver’s License may be required depending on assignment.
Preferred Education/Experience:
+ 5+ years of project management and/or executive-level reporting experience, with preference in water resources, environmental, or civil infrastructure projects.
+ 5+ years of experience in program/project, contract management or equivalent experience producing reports and program delivery for executive leaders.
+ 3+ years defining program requirements and using data and metrics to determine improvements.
+ Proof of success in developing and maintaining project schedules and producing reports for executive leaders and decision makers.
+ Familiarity with all appropriate steps and sequence of site plan development and construction.
+ Proficiency in executive-level functions and skills gleaned from direct experience working with elected officials or executive boards and commissions.
+ Experience owning program strategy, end to end delivery, and communicating results to senior leadership.
+ Experience coordinating and leading meetings with a variety of stakeholders.
+ Experience managing multiple and simultaneous projects.
+ Strong negotiation, communication, team building and collaboration skills.
+ Exemplify a strong attention to detail and creative problem-solving abilities.
+ Possesses superior organizational skills and the ability to manage multiple projects with shifting deadlines.
+ Must have strong computer skills and knowledge of common programs such as Microsoft Office.
+ Must possess excellent written and oral communication skills.
+ Strong knowledge of project management techniques and tools required.
Additional Information & Requirements
Work Location: 501 Boush Street, Suite B, Norfolk, VA 23510
Work Hours: Monday - Friday 8:30 am - 5:00 pm

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
