TERM-LIMITED POSITION: This position is term-limited with an anticipated end date of three years from the time of hire with some opportunity for a one-year extension . This position is eligible for State employee benefits and may be extended as the situation warrants. This Digital Service Expert provide both hand-on development and strategic technical consulting in service to Colorado's mission of delivering innovative, user-centered government services for Colorado's mission of delivering innovative, user-centered government services. This role requires significant hands-on coding and technical implementation work, combined with consulting and leadership responsibilities to advance the state's digital transformation initiatives.
As a working technical expert, you will spend time writing code, building prototypes, and implementing solutions while guiding technical design decisions and establishing best practices. You'll be actively coding in languages such as Python, Java, and PHP, implementing AWS serverless architectures, and developing secure, scalable applications alongside mentoring development teams and advancing modular service design patterns across various phases of digital service improvement efforts.
This position requires someone who can write production-quality code, analyze complex technical environments, translate analytics into actionable recommendations, and build sustainable technical solutions. The Digital Service Expert serves as a working technical leader who codes daily while also bridging technical implementation and business strategy, ensuring that Colorado's digital services meet both current needs and future scalability requirements through direct hands-on development work.
The Digital Service Expert:
Is a technical leader with a proven track record in their skill-set of delivering IT products and services. While all positions will contribute to the entire mission of OIT and CDS, some positions will focus on specific aspects of the mission such as software engineering, product management, etc.
+ Uses expertise in their skill set to champion the use of modern technology development and management approaches, drawing heavily upon best practices from the consumer internet industry.
+ Uses their deep understanding of the characteristics of successful digital services and how they are built both inside and outside government, including user-centered design and development practices and modern consumer Internet technologies, to communicate major initiatives to the public, and support the recruitment of top technical talent into the State government.
+ Uses demonstrated experience in their skill set to consult with OIT and agency customers in best practices for launching products from a technology, policy, and procurement perspective.
+ Serves as a respected authority on a diverse range of issues related to technology, government procurement, digital service delivery, and/or technology policy, as well as the State of Colorado's mission, values, and projects.
+ Articulates the "for you, with you, by you" strategy of working with agencies, learning what works, and adjusting the strategy as necessary.
+ Manages complex internal stakeholder environments to build support and consensus for forming and communicating strategy and goals. Provides trusted, expert guidance on the launch of technology products.
Required tasks to fulfill primary responsibility:
+ Lead technical architecture decisions and consult with stakeholders across multiple agencies and projects to design solutions aligned with OIT's strategic objectives.
+ Design and oversee the development of applications and services that advance digital government strategic objectives while ensuring adherence to state technology and security standards.
+ Pioneer and establish new development standards, frameworks, and best practices across the organization, drawing from consumer internet industry approaches.
+ Mentor and guide development teams on technical implementation, code quality, and modern development methodologies, including automated testing and CI/CD practices.
+ Evaluate and recommend emerging technologies, frameworks, and tools for organizational adoption, conducting proof-of-concepts and feasibility assessments.
+ Facilitate technical decision-making across complex stakeholder environments, building consensus among diverse technical and non-technical audiences.
+ Create comprehensive technical documentation, standards, and reference architectures for reuse across state government projects.
+ Coordinate with procurement teams to evaluate vendor proposals, technical implementation plans, and solution architectures.
+ Build technical roadmaps for ambitious product improvements, balancing priorities, opportunities, regulations, and resource constraints.
+ Lead migration efforts for legacy systems, including PHP to AWS Lambda transitions and modernization of existing applications.
+ Leverage development lifecycle processes that ensure security, scalability, and maintainability across all deliverables.
+ Serve as a core contributor on multi-disciplinary project teams, performing hands-on coding, testing, and troubleshooting while providing strategic technical guidance from discovery through launch phases.
+ Drive adoption of user-centered design principles and modern development practices across agency development teams.
+ Identify opportunities for reusable solutions and shared services that improve efficiency and reduce duplication across state government.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.
This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:
Minimum Qualifications:
+ At least 5 years of experience delivering product management, user experience design, software development, or related concepts in complex environments.
+ Documented proficiency in working collaboratively with teams across the software development life cycle.
Substitutions:
+ Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
+ Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
+ If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications:
+ Advanced expertise in cloud-native architectures and serverless technologies, particularly AWS Lambda, API Gateway, and related services.
+ Leadership experience in technical teams or projects, including mentoring junior developers and establishing technical direction.
+ Demonstrated expertise in establishing technical standards, governance processes, and development best practices.
+ Strong consulting and communication skills with the ability to explain complex technical concepts to diverse audiences, including executives, project managers, and developers.
+ Track record of driving adoption of modern development practices, including automated testing, CI/CD, infrastructure as code, and security-first development.
+ Experience with agile methodologies, product management approaches, and user-centered design principles.
+ Deep understanding of identity management and security protocols, including OIDC, SAML, and modern authentication patterns.
+ Experience building and scaling high-availability systems serving large user bases with a focus on performance and reliability.
+ Proven ability to lead and influence in complex organizational environments without direct authority.
+ Experience with user research methodologies and translating user needs into technical requirements.
+ Understanding of data privacy, security standards, and compliance requirements in government technology environments.
+ Hands-on experience developing and deploying production applications in cloud environments, with strong coding skills in multiple programming languages.
Conditions of Employment:
OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
This position may require on-call duties as needed by the position.
