Starting Salary: $70,012.80 - $90,001.60 Annually
*This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less
than one day per work week.
CEO is soliciting for a Federal Grant Compliance Specialist to support grant management and compliance of two programs funded by the U.S. Department of
Energy (DOE): the Grid Resilience Program (https://energyoffice.colorado.gov/federal-funding-incentives/colorado-electric-grid-resilience-funds) and the Home Energy Rebate Program (https://energyoffice.colorado.gov/federal-tax-credits-incentives-homes) . CEO is in the process of developing a consistent grant management and
compliance culture. This position will be critical to that effort and will work closely with program managers in the creation, implementation, and management of
program-specific grant management, compliance, and reporting processes. This role will assist with both pre- and post-award grant management and reporting.
Candidates for this position should demonstrate the ability to perform with a high degree of autonomy, work collaboratively across teams, and have demonstrated
success in navigating complex programs with competing priorities. They should provide program managers with risk mitigation actions that consider the larger
programmatic strategy. Candidates should understand and implement procedures that identify issues, errors, and compliance inconsistencies while staying
informed on current federal regulations and grant program requirements.
NOTE: The position offers full-time term-limited employment as an exempt, at-will State of Colorado Employee with an anticipated duration through December
2030, with the possibility of extension based on available funding.
Grid Resiliency Program
The Grid Resiliency Program is tasked with administering the Grid Resilience Formula Funding from the Infrastructure Investment and Jobs Act (IIJA) of 2021
section 40101(d) for the State of Colorado. CEO is the prime recipient of $25 million in federal funding and an additional $1.5 million of state matching funds.
These funds support three programs: Grid Hardening for Small and Rural Communities, Advanced Grid Hardening, and Microgrids for Community Resilience
(MCR). These programs are managed through an interagency partnership between CEO and the Department of Local Affairs (DOLA), who provide and manage
grants, primarily to electric utilities and resilience hubs.
Home Energy Rebate Program
Thanks to the landmark Inflation Reduction Act (IRA), Colorado has received approximately $140 million from the Department of Energy to implement the Home
Energy Rebate Program, including the Home Efficiency Rebates (HER) and Home Electrification and Appliance Rebates (HEAR). Over the next four years, Colorado
will disburse the allocated funding in annual tranches through a sub-contractor, in close collaboration with CEO teams.
Duties and Responsibilities: Grid Resiliency and Home Energy Rebate Program Grant Management and Compliance
+ Develop functional, working knowledge with the Grid Resilience, Home Energy Rebate program and the US Department of Energy Special Terms and
Conditions to ensure compliance
+ Work with the Program Managers to create and update grant strategy, procedure, and process documents to ensure subrecipients and subcontractors
are compliant
+ Work with the CEO Operations team to ensure reporting compliance (including Davis Bacon Act compliance via LCPTracker, Quarterly Progress Report
and Annual Report submission)
+ Facilitate and create technical assistance materials for multiple external stakeholders
+ Assist with award management, allowable cost reconciliation, fiscal monitoring, compliance, budgeting, reporting, and closeout of externally funded projects
+ Prepare for and conduct financial reviews, desk audits, and site visits as necessary
+ Assist in the contract writing, administration, enforcement, and amendment process with all subrecipients and subcontractors
+ Support the application process for future rounds of Grid Resilience funding, including updating budgets and interagency agreements with DOLA
+ Assist with managing the rebate payment process including fiscal monitoring, managing, and updating operations procedures to enable the rebate payment process
CEO Federal Funds Management
+ Develop familiarity and expertise on the requirements for DOE Assistance Regulations, 2 CFR part 200 as amended by 2 CFR part 910. Ensure compliance
to the Bipartisan Infrastructure Law (BIL), and the Inflation Reduction Act (IRA)
+ Develop familiarity and expertise on the reporting requirements as identified on the program specific Federal Assistance Reporting Checklist (FARC) and
Instructions
+ Develop familiarity and expertise on the Administrative and Legal Requirements Document (ALRD) for these Awards
+ Establish and maintain effective compliance monitoring of active projects across the project lifecycle, embedding compliance processes in program selection,
design, implementation, and evaluation
+ Assist the Accounting and Budget teams in preparing U.S. Treasury regulatory reporting and ensure submission deadlines are met
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
Experience should demonstrate expertise in the following areas:
+ BA/BS in Economics, Business, Public Administration, Accounting, Finance, Political Science, or similar degree or other BA/BS with equivalent work
experience.
+ Degree substitution - professional level experience in Economics, Business, Public Administration, Political Science, Finance will substitute a
bachelor’s degree on a year-for-year basis.
+ At least three years of relevant grant management, project management, public program support, and/or fiscal management experience.
+ Strong Microsoft Office and Google Suite skills are required. Ability to quickly adapt to and work with Salesforce and other grant/funding
management tools.
Preferred Qualifications:
+ Prior experience with federal and state grant management, sub-recipient and sub-contractor fiscal monitoring, and compliance.
+ Experience with managing, monitoring, and reporting requirements for a grant program in compliance with State and/or federal regulations,
program policies, and internal controls.
+ Experience producing, and analyzing budget to actual reports.
