    Definition

     

    Serves as member of the Citywide Occupational Safety and Health Team, with the Department of Human Resources. Under general direction, is responsible for performing professional industrial hygiene and occupational safety related work; performs related duties as required. Coordinates and conducts industrial hygiene and occupational safety and health programs Citywide. Participates in citywide implementation of PERRP regulations, Mayor’s Executive Order 01-02, and the Human Resources departmental goals in reducing frequency and severity of occupational injuries. This position will present and relate complex findings to various audiences and settings, develop and deliver health and safety training to various audiences, generate industrial hygiene and safety reports and written programs requiring strong written and verbal presentation skills. Will interpret for management various Federal, State, City, and industry recognized rules, regulations, and procedures governing safety and health as they impact the City.

     

    Under general direction, is responsible for performing professional industrial hygiene work; performs related duties as required.

     

    Examples of Work

    Implements occupational safety, environmental protection, and health programs in accordance with established City, state, and federal guidelines;

     

    Performs field evaluations with the intent to recognize, evaluate, and control chemical or biological hazards in the workplace;

     

    Conducts industrial hygiene surveys of employees and City operations relating to hazardous substances, noise, light, and environmental stresses;

     

    Ensures compliance with all applicable federal and state agencies and regulations such as the Environmental Protection Agency, the U.S. Department of Transportation, the Ohio Revised Code, and the Occupational Safety and Health Administration;

     

    Interprets for management, various federal, state, City, and industry-recognized rules, regulations, and procedures governing hazardous materials as they impact the City;

     

    Resolves or assigns for resolution complaints about environmental conditions;

     

    Surveys atmospheric pollution by personal air sampling or area air sampling in order to determine the levels of exposure among employees to various contaminants; determines need, type, and fit for respiratory protection;

     

    Works with engineering personnel to identify engineering controls to minimize employees’ exposures to various contaminants;

     

    Measures toxic gases using air-monitoring equipment;

     

    Conducts industrial noise surveillance using a sound level meter and dosimeter to determine levels of exposure among employees and to provide recommendations for corrective measures;

     

    Conducts ionizing and non-ionizing radiation (heat) surveillance using various meters;

     

    Conducts occupational disease investigation in order to monitor disease occurrence and make recommendations for prevention;

     

    Conducts illumination surveys to determine the adequacy of lighting in the environment;

     

    Conducts ventilation surveys using various meters and equipment such as an air velocity meter and compares results to ventilation standards or guidelines;

     

    Conducts ergonomics assessments in the field and office environments;

     

    Analyzes and interprets laboratory results from monitoring occupational hazards exposure;

     

    Prepares and maintains written or electronic reports, inspections, and surveys in an approved format;

     

    Ensures related meters, pumps, and related equipment are in good working order and calibration;

     

    May coordinate contractor safety efforts, perform audits, and/or review contractor safety plans;

     

    May lead and/or participate on departmental and/or divisional safety committees;

     

    May coordinate and/or conduct site-specific safety and health related trainings that are required by the Ohio Revised Code, Environmental Protection Agency, Occupational Safety and Health Administration, and other regulatory agencies;

     

    May supervise safety staff involved in occupational health and safety program activities;

     

    May be responsible for contracted laboratory services and other specialized safety related consultant contracts;

     

    May serve as safety officer or program administrator for hearing protection, radiation, lead, asbestos, respiratory protection, laboratory safety, and other programs as identified.

    Minimum Qualifications

    Possession of a bachelor's degree and three (3) years of professional experience in the field of industrial hygiene to include identifying, evaluating, and making recommendations for the control of human health hazards. Substitution(s): Possession of a master's degree in a related discipline may be substituted for one (1) year of the required experience. Possession of a valid certification as a Certified Industrial Hygienist (CIH) by the American Board of Industrial Hygiene (ABIH) or comparable certification by an accredited agency may substitute for the education and experience.

    OR

    Possession of a valid State of Ohio certificate as a Registered Environmental Health Specialist and three (3) years of experience as a Registered Environmental Health Specialist to include identifying, evaluating, and making recommendations for the control of human health hazards.

     

    Possession of a valid motor vehicle operator's license.
