Responsiblities

Mission Support and Test Services LLC (MSTS) is seeking a full-time Principal Cyber Security Analyst to work as part of a multidisciplinary team of professionals to provide Cyber and Operational Technology (OT) security to the (NNSS) and its associated facilities. The Nuclear Enterprise Assurance (NEA) Program is looking for a highly motivated Principal Cyber Security Analyst to collaborate in assessments of current Cyber and OT systems at the NNSS to identify any vulnerability and provide recommendations for improvement. This work will include the design, development, testing, and fielding of hardware/software tools to identify and mitigate Cyber and OT system vulnerabilities. The NNSS NEA program collaborates with other NEA Programs across the Nuclear Security Enterprise (NSE)to develop best practices and tools to expedite Cyber and OT security across the NSE. This Principal Cyber Security Analyst will report primarily to NEA Program leadership. The Principal Cyber Security Analyst will oversee all technical aspects of NEA projects, including Risk Discovery and Management Recommendations, Operational Technology Assurance Assessments, NEA OT Laboratory Development and Management, and mentoring all members supporting NEA projects.
Key Responsibilities
+ Plans, organizes, and supervises NEA Technical work as it relates to risk discovery and mitigations, network and systems engineering.
+ Serves as a consultant to program and project management, technical personnel, and customers along with the community.
+ Develop strategies for meeting customer needs.
+ Knowledge of computer science, operational technology, and cybersecurity and able to educate others through in-person teaching.
+ Maintains technical knowledge of, and follows industry trends for, automation equipment, hardware, and operating system and application software.
+ Participate in selecting consultants and providers of knowledge needed and monitors their work.
+ Supports and ensures implementation of all NEA directives; provides leadership and motivates staff; and may be designated to act in the capacity of a Supervisor of Manager in their absence, as necessary.
+ Independently plans and executes risk and vulnerability assessments and identifies tools to enable and improve those assessments, guided by established guidance, objectives, budgets, and schedules.
+ Submits justifications for additional staff and equipment to support NEA projects.
+ Acts as NEA Technical liaison and collaborates with Cybersecurity, Information Technology staff, Counterintelligence, NEA customers, and other organizations (within NSE and at other DOE sites).
+ Collaborate with other outside NEA interests such as DOE-IN, NA-IM, other NNSA labs, plants, and sites, and other external entities as needed.
+ Conducts a variety of NEA policy compliance tasks such as discovering unauthorized devices, site surveys for non-compliance, and ensuring network access requirements are met.
+ Reviews the work of less experienced NEA Operational Technical staff, contractors, and suppliers to ensure their efforts are integrated and focused on established objectives.
+ Contribute to an overall productive and respectful work environment by providing excellent customer service and working in a positive, collegial manner.
+ Maintains cooperative and respectful working relationships with Cyber Security staff, other divisions, and other customers.
Qualifications
+ Bachelor’s degree or equivalent training and experience in a computer-related field and at least 8 years of related experience.
+ Has command of a broad range of the most advanced Cyber Security principles, protocols, concepts and theories in a broad range of disciplines.
+ Submits justifications for additional staff and equipment to support NEA projects.
+ Enhances the understanding of adversary tactics, techniques, and procedures (TTPs).
+ Supports NA-IM and NA-121.4 sponsored IT/OT exercises.
+ Develops and interprets NEA policies and procedures.
+ Validates the functionality of security tools within a lab environment.
+ Supports design/deployment/maintenance of new and existing NEA capabilities.
+ Ability to maintain strict confidentiality.
+ Ability to communicate effectively in English, both verbally and in writing, sufficient to communicate.with co-workers, customers, testify, write clear and concise reports, gather information, and collect information.
+ Ability to use multiple electronic devices including standard office machines, cellular phones, and security appliances.
+ Ability to articulate highly technical processes and information to a non-technical audience.
+ Ability to meet the physical requirements necessary to safely and effectively perform all assigned duties.
+ Ability to pass a federal background check and obtain a “Q” Clearance.
+ The primary work location will be at the North Las Vegas facility (located in North Las Vegas, Nevada.
+ Work schedule for this position will be 4/10’s, Monday-Thursday (subject to change).
+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
+ Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Annual salary range for this position is: $116,001.60 - $176,904.00.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
