    Position Summary:

    EOCF is seeking a dedicated ERSEA Manager to lead and oversee all aspects of the Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) process across our Head Start, Early Head Start, and ECEAP programs. This role is responsible for ensuring compliance with federal and state regulations and implementing strategies to maintain full enrollment with eligible children and families.

     

    As a key member of our leadership team, the ERSEA Manager plays a critical role in advancing our mission to support children and families within our community.

    Key Responsibilities:

    + Develop and manage systems to ensure ERSEA compliance with all applicable regulations and agency policies.

    + Create and maintain selection criteria and eligibility systems that meet program requirements.

    + Supervise the ERSEA component, overseeing ERSEA specialists, as well as ERSEA Summer support staff.

    + Oversee enrollment processes, ensuring timely and complete enrollment of eligible children and maintenance of waitlists.

    + Review and approve eligibility documentation and applications.

    + Maintain accurate records using data systems such as ChildPlus and ELMS.

    + Develop and deliver training and written procedures related to ERSEA processes.

    + Lead outreach and marketing efforts to support full program enrollment.

    + Participate in recruitment events, including some evenings and weekends.

    + Analyze enrollment and attendance data to identify trends and areas for improvement.

    + Coordinate with community agencies for outreach and recruitment activities.

    + Provide regular communication and guidance to staff related to ERSEA functions.

    Required Qualifications:

    + High school diploma or equivalent.

    + Experience in community outreach, case management, and database management.

    + Proficiency in Microsoft Office, ChildPlus, ELMS, and Adobe Sign.

    + Strong organizational and communication skills.

    + Understanding of adult learning principles.

    Preferred Experience:

    + Experience working with Head Start, Early Head Start, or ECEAP programs.

    + Supervisory experience, including staff training and evaluations.

    + Knowledge of the local service area, including Clark, Cowlitz, and Pacific Counties.

    + Familiarity with adult training methods and practices.

    Ability to:

    + Effectively manage multiple priorities and meet deadlines.

    + Travel locally to sites and events, including occasional evenings or weekends.

    + Work well in a structured team environment and follow agency policies and procedures.

    + Sit at a desk and use a computer for extended periods

    Compensation & Schedule:

    This position is Full-time, 40 hours per week, working Monday through Friday, with some evening and weekend work required for events. The starting wage and maximum budgeted wage for this role is $26.35-28.98 per hour. Please note we will be hiring for this position at the starting wage listed, the maximum budged wage applies to individuals who apply that hold a master's degree.
